Jane Liedtke runs OCDF and has an email list called Ask Jane. Jane was recently asked about the slowdown and said (paraphrased) that:
She doesn’t believe domestic adoptions are increasing enough to impact international referrals.
She believes that the restructuring of the CCAA when they took on all CWI’s and SWI’s has caused temporary delays.

A second agency (one of the big ones) has now told their people that the CCAA will be giving out some kind of official statement in the next week or so about the slow down.
Since we have also been hearing rumors about the CCAA issuing more strict guidelines, I have to wonder if they won’t [...]

At least two agencies have issued stork alerts.
