Different &quot;state administrations&quot; (in US &quot;federal/state&quot; sense) have authority for both agency accreditation and dossier&#039;s approvals (this is the &quot;communities&quot; referred to in the text). But all of them are grouped by the &quot;federal&quot; government, and sent together to the CCAA. So the juge date in August 18th, when all &quot;public protocol&quot; dossiers were logged in.

The info comes from the Association of Families adopting in China. They are not an agency in strict sense, they do not handle the dossiers, but they help preparing the documentation, organising the trip... and are in general very well informed for &quot;public protocol&quot; dossiers.

The text says nothing on whether any of the &quot;proper&quot; Agencies (ECAI, in the text) have LIDs on August 24th or not.

Now... I went to the adoption forcast site and put in 8/24/05 and this is what they posted as an answer:

		<description>I&#039;m adopting from Spain, and i have to say that i have been on the top five agency websites today and have seen absolutely nothing about when referrals could arrive and nothing about cut off dates.
I did see the above message that agnesitomeu stated, although not given by an official agency, i feel that the cut off date mentioned and the arrival of referrals next week is still only a rumor, allbeit a rumor given by various sources. The CCAA website is still down, lets just hope it&#039;s updated by Monday and referrals are actually on their way.

I have never actually posted on this site but I am an avid reader and am on 3 to 4 times a day. RQ gets me through the day :)

Anyway, as a 10-17-05 LID I am on this roller coaster like you all. As my DH and I sit here and read the posts, I really think the Spain rumor is just that. If they only h ave LID to 8/23 then that is THEIR cut off, NOT for sure the CCAA cut off. I think we cannot count on that date. As everyone has pointed out, if they did not do 8/24 then they will be way behind. Also, we have plenty of rumors from others that are indicating that 8/24 will be included. I think that is a pretty hopeful rumor. I know everyone started down the rollercoaster when they heard the Spain rumor, but at this point (trying to analyze like RQ) I think there are more rumors to support 8/24 IS included as opposed to excluded. So, for all you 8/24 people, keep those hopes up. I am praying for you. As for the rest of us in the next months comming up, lets hope for big numbers. 

One more thought. I was DTC on 9-17 and was not logged in until 10-17. That was a full month. I PRAY PRAY PRAY that the rumor about changing from LID to DTC dates is true. There were so many of us who waited unusually long times to get our LID&#039;s. Even though a month is long for us, I really feel for those out there who were 6 and 7 weeks to LID. That is a crazy long time and as fairness goes, I think changing from LID to DTC dates for a few months would be good. I know it would screw a bunch of us up with  not knowing when we would get referrals, but at this point I think it is only fair. 

Anyway, it feels good to actually post as opposed to just reading. Tonandtamara, your next and I cant wait to see your pics (we are with the same agency in So Calif-- very small agency)

CWS- I agree with you. I am not going to believe anything for fact until I see it on the CCAA website.

BTW, as a single trying to maneuver this financial ship of adoption, I took on a second job at nights on the weekends at Carrabba&#039;s and I can confirm with the person who posted earlier that they have some kick a$$ chocolate martinis. (Although, I am more of a Corona and nacho chips kind of gal myself.)
