Skipping months
It is important to remember that the CCAA does not think of the referrals as belonging to a calendar month. They put one batch out about every 30 days (23 to 38 days, actually, if you look at the past year) and that is just the next batch that is not in their minds tied to any month. Most of the time it works out that this is about once every calendar month, but that’s just a coincidence, I’m told. When they do a batch at, say, the very end of September and then another at the very beginning of November, some people want to say they “skipped” October. But that is not really the case, as a batch came out within that 38 day time period so it was still on schedule. Nothing was skipped. If they ever make it to, say, 50 days between referrals, then I think we can say they skipped (or missed) a batch.
This month would still be on the edges of normal if so many agencies weren’t saying that the batch has been complete for at least a week and still not mailed. That is the real problem here, not so much the length of time.
Also, combine this with the TA’s seeming to come to a standstill and I thought that something odd was/is going on. And then a few agencies started saying there is some kind of “issue” and that they don’t know when they will finally be mailed, and now I’m really wondering what is going on.
I hope we see some answers, but I’m not holding my breath.

My WAG of the day: Wasn’t it about a year ago that the CCAA was put in charge of not only IA but all the orphanages and also domestic adoption? Maybe the CCAA is going through some kind of “performance audit” right now where the higher-ups are reviewing their processes, including whatever they worked on the past month. That would account for both the TAs and the referrals getting held up. Grasping at straws here, my brain just wants an explanation of some kind, that would be so comforting at this point.

Thanks for clarifying the “monthly” referral waiting time. I had figured ~every 28-30 days and, when taking into consideration the Chinese holiday during the first week of October, this timeframe is not really our of whack. What is…is the current holding pattern between sending and receiving the referrals….(if they were indeed already sent.)
I feel like they are all in a plane and the plane has been circling around the airport, waiting for instructions for over a week on when to land.

Under RQ site navigation RQ started the chart with 11/29/05 referrals and it was followed by 12/07/05 and 12/30/05. Maybe we will get 2 batches of referrals in Nov or Dec.

I realize that the time between referrals is about 30 days on average and can increase up to 38 days between referrals. I had been hoping with the last 2 batches arriving around the same time the last two months, that the CCAA was trying to speed up the time interval between referrals and therefore help decrease somewhat the ever expanding wait. I had also been hoping that they could try to keep to some sort of schedule. When the referral time interval increases, the rumors increase and I was hoping that they had seen this and were trying to bring a little continuity to offset their disdain for the rumor mill. So much for these hopes. I should have known better.

Great news! I just posted this on the previous NSN TAS, but I would like everyone to know: My agency says there is a package from DHL in the mail for them and they will have by Thursday! While they can’t 100% guarantee it is referrals, they can’t imagine it would be anything else…

Okay, sorry to cause confusion. November was only skipped at my agency. We had referrals on October 3 and not again until December 8. I thought I had been recording every CCAA batch, but I must have been following only my agency at this time last year.

I sincerely hope they are referrals. I just had a terrible thought that the package is my dossier being returned! KIDDING! that was awful. Sorry. I am just so crazy right now!

When we adopted #3 (a waiting child), our agency always spoke directly to the SN supervisor at CCAA when we had questions. I’ve never asked to whom our agency (a different one) for daughters #1 and #2 spoke whenever they called CCAA. I assume each agency has its assigned contact person there on staff, or maybe one in Review and one in Matching?
So I’m wondering whether there is a PR person at CCAA? Or do agencies just rely on their contacts?
I’m just thinking that a CCAA PR person could easily be a full-time job…and then maybe agencies and families wouldn’t feel so left out of the loop in times like this. I’m not trying to tell CCAA what to do, I’m just curious about the communication.
