A whole bunch of things
First, we have a very reliable European agency who is saying that the CCAA is almost done with this batch and that they are going to do all of September. It is unclear to me whether they mean all of that agency’s September people or all of September. And I’m not sure when this agency’s last September LID is, either. At any rate, just the news that they are about done is really, really, really exciting. It’s only been two weeks since the last batch arrived. I don’t know how to rate this one - I want to give it an r4, but I think I have to keep it at an r3. It’s from a very (very) reliable source, but I just can’t bring myself to push it to an r4.
In other “next batch” news, there are also rumors that they are only going to get through the 23rd, but I haven’t tracked down exactly where that is coming from. I know which country it comes from, but not which agency within that country.
Next I need to address the rule changes and when they will take affect. The best I can tell, there is one agency saying that singles won’t be getting referrals on schedule after May 1st. All other agencies are saying that single applications will not be accepted after May 1st. I choose to believe the many over the one at this point. We have to wait to see what the CCAA puts out before we know for sure, but it really looks like singles are going to be referred along with the rest of their LID group as long as they are logged in by May 1st.
Also, there is one agency saying that the medical issues are going to take effect as of right now in the review room. Meaning if you are already reviewed you are safe, if not then you must fit the new medical rules. However, every other agency that is saying something is saying just the opposite of this. Again, I choose to believe the many over the one. We won’t know for sure until the CCAA issues their official statement, but I just can’t imagine that they aren’t going to grandfather people in.
As for the possible new handover procedures, at this point it appears to be at the early rumor stage and I’m giving that an r2. We need to keep an eye on it, but I don’t think this is something to worry about in the near future. The feeling I get from the whole of what I’ve seen is that one country has concerns that the Hague details are not being followed and they are pushing for a change but that the CCAA has not made any kind of statement about whether a change is going to happen or not. I’m not sure of that, but it’s the general feeling I get. Add to this that the proposed changes would make the trauma of the handover much worse for the babies, I can’t imagine that the CCAA will agree to it.
And finally, just to go back to when referrals may be mailed, I can’t bring myself to believe that they are going to be mailed this week. It’s only been two weeks. However, if they could get them out early next week then we’d have them before Christmas and that would be better than wonderful for a whole lot of families. I didn’t really think there was much of a possibility of this, but with word that they are almost done I now find myself trying to convince myself that I shouldn’t get my hopes up. I’ll let ya’ll know how that goes.

It seems that every month around this time we start with the “they’re going to get throught the rest of the month” rumours. Then they quickly fall to the wayside. ( I have no idea how to spell that) As LID 10.17.05 I sure hope that this time they are right. That would give us a glimmer of a hope of getting a referral in January.

Wow, I just have to say that I have been reading this blog for quite a while, and this week was the first time that I started to question whether this adoption was going to happen for us! I am not happy for everyone out there feeling so insecure and scared, its just that there is always some comfort in knowing that you are not the only one who is concerned, and that also makes me want to believe that if there are this many of us who would be affected, that they have to grandfather us!

Well, this is fun! I’m in a bit of a mood so here goes: If any of this e-mail concerns, scares, worries, or ticks you off, call you agency and ask them what they think. I am remembering RQ’s post a few weeks ago regarding the demands of her readers wanting more info. I think we can assume that she’s telling us all she knows and if we want to double check we can call our agencies and ask. Something tells me that RQ, RK, and RP are beside themselves with excitement and anticipation just like the rest of the “late September” families. Let’s not add to it in a negative way.

OK, once again I’ll try to keep myself in check. But, unlike last month, this early “too good to be true” rumor is from a reliable source. It’s hard not to get excited with a LID of 9/29. This time though, I’m not telling the DH until we have an r4 ;)

It is very hard to not get our hopes up…especially for the thought that we could see their faces before Christmas. I am not on pins and needles anymore…more like nails and spikes!

OHHH - I hope this is true. I have a friend who is waiting for her referral. She was suppose to travel with us but missed the cut off by a couple days. SHe might even get referred twins :-)

do you think the statement by the one agency about singles has to do with the “priority” language? gosh I hope not, that would be awful. Even though it kind of seems like it sometimes, I really don’t think that CCAA is out to get us –not honoring the dossiers of singles already logged in would be cruel.
I spoke to my agency yesterday. We have an “issue” in our dossier which would very likely prevent us from adopting under the new rules. They were adamant that the new rules would only go into affect for families logged in after 5/1. They are medium sized china only. We’re LID 2/13/06 so haven’t gone through review yet, these changes have me a little freaked out! They’re very tight lipped and usually completely uninformative and I kind of grilled them.
For today, I’m going to hang onto the hope that my agency is correct and the new rules won’t affect us. Fingers crossed.
For those of you expecting or hoping for referrals, I’m so thrilled for you all!!! AOS, AOS, AOS (and just a little of October, please!!!!)

With a 9/29 LID, I am trying soooo hard not to get excited about the possibility of AOS. Every friggin month I get my hopes up when I hear the positive rumors, only to be let-down bigtime.

Hi all! What a day! I was even checking out the good old Rumor Queen on my cell phone when I wasn’t near my PC. O’k, I am addicted. With a newly logged in dossier (10/27/06) and a few red flags under the new rules….I am going to take a deep breathe tonite and go with faith that these new rules will not exclude me…and I’m “grandfathered” in….I decided that I think this is all a ploy to get me used to the fact that I’m going to have a long wait. The fact that I’m still eligible kinda of supercedes upset that that my 12 month wait may become 18 months. As long as I still get the chance to be with my daughter, I’ll wait as long as I have to. I promise, that once I know for sure that my dossier is still good in the eyes of the CCAA I’ll never complain about my long wait time!!! (Did I really just pledge that :) ) Anyway….here’s to the best Chrismas and Hannukah ever with a huge referral month! RQ …you will be getting yours this month??? Or at least I hope so!

As far as the rules, my large china only agency rep reassured me today as log as we are logged in by May 07 we will not be affected by the rule changes (one of the medical rules impacts us)
We will be LID in January, I look forward to jumping on the roller coaster ! (I think ;)

OK, I was drifting through the month feeling oddly numb, thinking our referral would come around 1-2 or 1-3, but this has been a positive jolt to wake me up again. Just to get confirmation and hopefully a photo of our little girl before Christmas would truly be the best gift ever. I can’t stress enough that I’m not being glib, cliche, and those are not just words. Really. The best gift. Ever.

I echo the AOS chant. Let’s pray this is true. As someone else pointed out, the AOS rumor last month were from not reliable or neutral agencies. This month it is comming, as RQ said, from a very (very) reliable agency. Just typing that made my heart jump.

I have info from the last five years when referrals were sent for my agency. But, the last record of something similar was 2001. The last four years the November batch has been earlier than 11/30. I received an email today from my agency regarding the new rules. They pretty much reiterated what we’ve already seen on this site but they stated that those with LID’s WILL be grandfathered in.

I don’t really understand the need for new rules or the scandal about children being sold. I thought china had many, many orphaned girls. I read that the U.N. estimated that there were 20 million orphans in China. Aren’t there only about 10.000 a year being adopted internationally? we want a daughter very badly–but we also want to provide a home to a child who needs one. Are we doing the right thing? Is there really a supply and demand problem? When we started this process they said that girls were being abandoned–now they are saying that they arebeing kidnapped a sold. Can anyone explain this?
