When?
Back on November 30th I tried to figure out when referrals might arrive. I was off, apparently.
The last referrals were sent on 11/28. Based on the past 12 referral batches, the time between referrals has averaged 30 days, with the last being 23 days and the most being 38 days.
We passed 23 days last Thursday (8 days ago). For them to make the average they’d have had to ship them yesterday. We are told that didn’t happen.
We now have one agency out there saying that they are still working on this batch, meaning they may not have been shipped last night.
That means that if they ship them tomorrow they would arrive at the agencies either Tuesday or Wednesday (not sure how that’s going to work with the holiday in there).
If they don’t get them out tomorrow then they won’t be back to work until Thursday, meaning the soonest we will see them will be January 8th, which would be 39 days in between receiving them. A new record.

Of course it’s a record month! My months are always abnormal. :-) Holding my breath. At least I have time to take down the Christmas tree, re-paint a room, and sew my 100 wishes quilt!

If they are not received by the end of next week, I think I will lose it! My nerves are already shot and I am growing more irritable by the second…I know I really need to calm down, but I was expecting these referrals around Christmas time, not 2 weeks later!!!! Whatever happened to those people saying y could be received the 23rd or 24th of December? They should be shot! Ok, Ok, not really…but I was really hoping for a Christmas referral (wern’t we all though?) Somebody please tell me that we won’t have to wait ANOTHER week of not knowing?!

You know how people joke that when there is a big catfight on APC it must be time for referrals? Well, there aren’t even any fights going on.

Hi RQ,
I know the waiting must be really hard for you.
I thought they were working both days on the weekend. Isn’t it possible for them to still ship referrals out on Sunday in time for the agencies to receive them on Tuesday? Or is the shipping company closed on Sundays (I know it will be closed on Monday-Wednesday at least in China). I realize some companies don’t have offices open on weekends, but often this is different in China. Do you think the recent earthquakes that brought the internet down in parts of China has something to do with the delay?

Look at the possible bright side: maybe with the longer time between referrals, there will be a greater chance for SOB!

Of course it would be a new record — We were DTC August 9th, not LID until Sept 9th, and the longest wait yet right at 16 months. Just keeps in line with this miserable, tortuous wait for the past nearly TWO YEARS.
I think RQ may be on to something with them arriving on the 8th…. my agency is saying that as of yesterday, the matching was still going on.

So, projecting out, if this batch does arrive Jan 8th, I am guessing the next batch could arrive between Jan 31st and Feb 15th. Last year, referrals arrived 1/2 and 1/25. As a 9/29er I am feeling we will be in the late Jan/Feb batch. Hopefully we will squeak by before CNY (Feb 18) Any idea when they start celebrating…on the 18th or before?
Just really hope the next batch goes far…SOB or bust would be amazing but I just can’t go there and be let down…again : (

I can’t imagine that DHL will pick packages up on Sunday, New Years Eve.
I also can’t see that the earthquake, that wasn’t anywhere near Beijing, would have made them stop matching.
More likely, in my mind, is that the higher ups at CCAA are scrambling trying to explain themselves to the people in government above them and haven’t had time to sign the referrals.

HI RQ and everyone,
I hate to add more rain to an already rainy parade– but Tuesday has been declared a National Day of Mourning for former President Ford. All federal offices will be closed. I imagine that will mean no mail on Tuesday.
Referral time each month seems to get worse and worse with the angst! Or is it more a function of getting closer to your own referral?

Thanks RQ. I guess I was thinking maybe the CCAA server or their internet communications were down and that interferes with some of their internal processes for matching. Just a guess. You are usually right about these things; just wondered about the shipping companies. Hopefully they will send out referrals tomorrow then; otherwise you are right they probably won’t go out until Thursday or Friday of next week. I hope for everyone’s sake this does not happen because I know the waiting must be really hard!!

I am going to throw up!!! I am literally nauseous!!! It all seems like one big nightmare! I actually had a dream last night we were on our way to China and our pilot was a whacko and landed the plane on a highway in Beijing!!!! It was a rough landing and all of our stuff was all over the road including our paperwork!!! The way things are going, it’s almost seems par for the course! Arghhhhhhh…

Calamity4e — yes Tuesday is going to be a Federal holiday, but DHL (which I believe is the company the CCAA uses to deliver packages to the US, etc.) and FedEx (which many
agencies in the U.S. use to forward info to their clients) probably don’t follow the *Federal* holiday schedule.
I can’t find DHL’s schedule except for Nov/Dec 2006, but FedEx Express’ only holidays were Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Day (and the Sunday before) and New Year’s Day.

I can’t find their 2006 or 2007 holiday schedule (other than Nov-Dec 2006) to confirm, but FedEx (in the U.S.) didn’t take things like Presidents’ Day — just the expected Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas and New Year’s Day.

I work for a company that probably mails the most mail in the country and just received an email from the USPS. Their statement is that the regular mail will not go through, however their express mail will still continue. Based on this, I’m assuming that Fed-Ex and DHL will continue their express services as well.

I agree and just because there is no confirmation that they have been sent does not mean that they haven’t been sent! The CCAA just wants to keep that information to themselves!

So the issue is probably more of whether the matches have been signed off!! I certainly hope the director (s) or manager of the matching room is working tomorrow, as well as potentially the shipping of the referrals……..
Only time will tell. Hang in there September LID; SOB is all I can say.

Okay, all this mystery is making me nutso. Why oh why can’t they just inform us? If they have finished matching, change the *@$^ site and let us know where they got to. Also eating like a pig b/c I am stressed. AAARRRGH!

I think that is the ticket, who knows how early in the month the matches are actually made. It is waiting for the higher ups to sign them off that is probably causing this delay! And your right, only time will tell, some agencys are still saying that they have already been mailed, and will be received early next week. So who knows, like everything else involved in this adoption, we will have to wait it out…

Ok…I get it now. Thanks Pam. It’s just so frustrating. The longer it takes to get the referral, the more I seem to spend on her. “ok, no referral today…buy a changing table, not today…get a sling.” They better come soon, or I’ll be broke. In reality though, when it does come, I will probably be spending more. Oh well…

I am sorry that everyone is having to go through all of this. We did SN’s adoption, started June 005. Ours was very predictable and we received our TA very quickly. Then it completely slowed down. I know of a couple of families that waited up 5 months just to receive TA. They were totally frustrated and just about going mad. There were endless rumors that they were coming this week, next week, then next month. When agencies finally received their TA’s, our agency didn’t.
From what I have heard from other families who do not visit this forum, they claim their agencies have no word that referrals are being sent. I also heard that somemone working for an agency was told by the CCAA to stop asking for updates on referrals. Apparently, they have a representative in China who paid them a visit. I guess they have lowered the friendly flag. Our agency told us during the TA fiasco that they were told by CCAA that they will not be told what to do, which they weren’t trying to do, just wanted to know why they hadn’t received these much delayed TA’s. I hope, and I hope that they will surprise everyone with eferrals.
I really don’t understand where people get some of their information from. Why would an agency say that referrals have been sent, when they don’t know that at all. The people that I speak to, some with China only agencies and others with multi country programs have all said that their agencies have not been informed them of any such thing. Maybe I am missing something LOL.

Anyone have a tidbit of news about PA’s for special needs? I’m single and on day 53 of the PA wait for my 4th child, my second Chinese adoption. I am desperate for any news at all. Do they send the PA’s with the referrals? I have not seen PA’s posted for a very long time on any groups I follow. It took exactly 1 month to the day for my youngest’s PA to come 2 years ago. Desperate for any news!

Do TA for SN take longer than those for others ?
I am reading about these long waits but they all seem to go with SN children. If this is the case, why is it ?
Also, if referreals have not been mailed, how do agencies expect to get people back by CNY ?
Seems close to impossible. Just some of my thoughts.

I can’t take this much longer! I’m with Katri, of course it’s a record month, because we’re on deck! When we adopted our daughter Maddie in 2004, after months in a row of 4 weeks between referrals, it was 6 weeks when we were on deck.
I’ve been off work this week. I told everyone last week that I was getting my referral over the Christmas break. What was I thinking??? I should have known better!! I may have to put a sign outside my office saying, “Not yet and don’t ask”.

Actually, TA’s for SN’s children use to be
2 weeks - 2 months. Ours arrived in less than 2 months. However, not long after that, TA’s for SN’s children were taking forever.
Some families were still waiting 4-5 months.
Nobody understood why they were taking so long because the children were already identified and paper ready. Our PA came with a whole bunch of other PA’s. It took 3 weeks after our LOI. I am not sure how long PA’s are taking now.

I think it’s obvious that this wait has gone on too long and I visit this site way too much because last night I dreamt that I woke up this morning to see that RQ had gotten her referral. LOL! In my dream her blog said “We’re in!” and had all of her referral pictures already. Since *I think* we have very close LIDs I was overjoyed!!
Ok I think that proves I am officially losing it.
Also, my dh has to travel next week for work and the slim to nil chance that we may get our referral has him very upset that he will be out of town for “the call.”
IF referrals come —and include 9-29—-do you guys think we will be safe if he is home by Friday am? I’m just not getting to excited about it because I don’t think we’re in anyway.

i don’t think she has disclosed her LID - and for that very reason i’m assuming… all the lurkers!!! of course, with a 9/29/05 LID (and that’s my guess for RQ’s) we will still be lurking…. i’ve joked with a friend that we’ll go thru the W.S. after every one is asleep and slip notes under the doors that say “if you’re the RQ, please meet us in the lobby at 3a.m. - we want to meet you, come incognito if need be!!” ;-) heehee we’ve also joked about claiming to be her on a bus with other moms just to get a reaction… and then of course divulge we are NOT RQ but we’ve had fun making you think so! ;-) oh the fun! sure hope we do travel with ya!!!!!!

Yay!!! I am glad to see that you are getting optimistic about your refrral!!!! I know this is WAY easier to say then to do, but try to keep a smile while waiting. I have not been working at this, but I find that if you try, it’s not to hard. You don’t even have to stop thinking about the adoption, just do things to lift your spirits. Like make a baby registry, or go baby furniture shopping, or do something that is not baby related, go out to dinner with your dh. I’ve found that if you keep busy, you have less time to be freaked out and spending hours crying wondering if you’ll ever get to be a mommy….and more time looking joyfully towards the future of ‘mommyhood’ : )

NSN adoptions follow a linear progression - DTC, LID, sit and wait to get thru the review room, sit and wait to get thru the matching room, get a referral, then shortly after get the TA, all SOMEWHAT predictable if slow. SN is not very linear. A letter of intent for a specific child can go before or after you are LID. If it goes before you’re LID, then the dossier eventually arrives and goes (I think) directly to review in the SN dept. If the LOI is after you are LID, your dossier is found and pulled and reviewed. Then hopefully you are soon given a TA. For a SN adoption, the wait for the TA is the most unpredictable. As was stated, it used to be much shorter. Now, the wait is ranging from 23 days (very unusual, and probably their dossier had already been reviewed by the NSN room as they were LID almost a year ago) to over 150. And, like us all, there is not much word coming from the CCAA as to why the slow down, why some wait longer than others, etc. But, hey, like the CCAA says - only patient people make good parents, right?

A few months ago I was POSITIVE that a lady on my agency’s email list was RQ!!!! I asked her about it several times and she would always say “no”. I decided she was lying to me. HAHAA!! Then her family received their TA and I knew it wasn’t RQ. So… I’m back to guessing.

twOh—my dh will be two states away —a couple hours by plane but over 8 hours by car (if I could convince him to rent one and drive straight home LOL) We have talked about trying to do a conference call if possible but I would rather have him next to me crying instead of at a clients office—with clueless business men—actually that’s a funny image.
I love all the talk of “pretending” to flush RQ out while we’re in China—maybe we could all get t-shirts that say “I’m not the RQ” and the only one not wearing it is her ;) LOL

Just head to your local Wal-Mart/Target, pick up a white (or actually purple would be better) t-shirt, and go to an embroider shop to have it all put on!!! Should be super duper cheap that way! Question: I was reading a site for a family who is currently in China, and at their first meeting with officials (I believe it was their Gotcha Day), they were asked point blank if they had any criminal record. Obviously this info is covered in the dossier, so it was not an issue….but does anyone know if China officials are going to start asking various questions to families and, if the question is not answered to their liking, they will not allow the adoption to proceed? I am just wondering if they would allow people to go through the whole dossier process, possibly even be questioned in the review room, and then get all the way to China only to go home empty handed. While the question asked in this incident was already covered in the dossier and thus not a problem, would they be able to ask subjective questions and make decisions about your “fit” as a parent based on how you answer?

Does anyone remember “This is not a Fugazi shirt” since they didn’t encourage commercialism? (That’s how I thought of the RQ shirt idea) Now someone just has to open a Cafepress store to sell them for us. LOL

I am really hoping that all the September LIDers are HOME by then!!!!! I know it is so hard to imagine, but if RQ’s #’s are correct then the rest of September should be included…maybe even some of October?! A lot of agencys (if not all???) are saying that they are trying to have everybody there and back before CNY! This would mean that you would most likely be home, or in China! If the rest of September is not included : ( then you should 99% sure chance have your referral already : ) !!!
And me too, I am SO ready for this to be over. I was watching a TV show last night and a guy kept saying, “we’re ready.” And that’s just how I am feeling right now…ready!

Am I the only one who will be up all night? Partly from nerves and partly for my robotic middle-of-the-night checkings of the CCAA sight…if refferals are going to arrive early next week then isn’t tonight (or tomorrow for them) the last day that they could change the sight (guessing of course that they are continuing to even change it)???

I really hope that you have your referral by then! You probably will, if you don’t get it next week!!!!!!! If you do receive it this time, you could be in China on that date or be home already! Many (if not all???) agencies are telling their clients that they will try to have them home by CNY!!!!!!! This means quick TAs for all!!!!!!!!!!
And yes, me too. I am SO ready!!!!! I was watching a TV show last night, one guy kept saying “we’re ready,” over and over again. That’s just how I am feeling right now…ready!

I don’t understand how we could get to China before Chinese New Year if we get our referrals on Jan. 3rd, like many think we will. We would have to leave for China 4 weeks after referral day to be home before Chinese New Year. What am I missing here?

As for our referral party idea—-we already have two bio boys (only one baby shower 10 years ago) so we didn’t want to do a traditional baby shower and as the wait has been d—-r—-a—g—-g–i—n—-g out we’ve decided we just need to throw a big family bash to put an end to it all and celebrate. We also didn’t want to have a party when we get back because we don’t want the baby mauled by 100+ people —this way MAYBE people get it out of their system a little and we’ll get a few last minute things we need ;)
With 9-29 LID we aren’t expecting our referral until the end of Jan but if the referrals aren’t here until next week and we aren’t in them —I’m afraid our referral will get pushed in to Feb. and screw-up our idea for decorations—Chinese New Year’s decorations AND poster size pictures of the baby. LOL
***that was a lot of “if’s” in that last sentence.

I know, that would be a REALLY quick TA. But agencies are telling people this, and one comment on another post said that they left for China just 3 weeks after their referral and were in China for only 11 days. They received there referral around the same time that we will receive ours a few years ago. I know, it doesn’t seem that likely to me either, but agencies haven’t been telling us anything different so I will continue to believe…
Also, my referral better come soon for yet another reason, I am going crazy using ‘retail therepy’ to calm my nerves. It really works, but my credit card is getting tired…

I posted a while ago and it didn’t show up either. I decided that they sent our referrals today. All businesses seem to be pushing to close out the year, why wouldn’t CCAA be the same. They had 11 match updates in 2006 so far, wouldn’t they want to go for 12 to match the number of months.

All of you waiting for a referral NOW, be strong! I’m LID 25 Sep, but in 2006 instead of 2005 and it will take two more years before I can share your current feelings. So what’s few more extra days for you guys when you’ve got a life together with your child so close in the near future.

There are agencies telling people they will travel before CNY? We’re expecting to be in this batch (LID 9/9/05) but out agency told us weeks ago to expect to travel around the beginning of march, unless referrals came before Christmas.

chetbaker, I had to laugh at your post! I know you are a long way from getting your referral, but trust me….when your time comes, those “few more extra days” will drive you crazy!!!!!

I have read all of these ladybug stories, and I have never put any stock in them, but for what it’s worth, I am sitting at my desk on a Saturday morning in a very sterile office building. I have never seen a ladybug here before, but one just crawled across a file right in front of my face.
We’re LID 10/20/05, but maybe this is a sign for you late September LIDers.
