CNN, TA’s, SN Forms, Review Room
The CNN show last night wasn’t so bad. The correspondent in GZ pointed out that the adoption community feels that “China has the right to decide who would be a good parent and who would not.”, so I’m mostly okay with the piece. I’m glad that the panel did not discuss it, and I’m glad that PZ went straight to the next thing when the segment was over with.
I have reports of a few SN TA’s arriving.
More and more families in the SN program are being informed that their agency is waiting on the hard copy of an Acceptance Form that they will have to then FedEx to the family so the family can sign it and the agency can get it back to China. Some agencies have already received them and the parents have signed them and sent them back, so we know that the form does exist and looks like the Acceptance form that NSN families sign after referral. SN TA’s are apparently going to be held up until China receives this form back. All agencies are apparently having to do this – not just the ones doing things electronically. Rumors are flying about why this form is suddenly being required – they vary from “China is tired of the disruptions and wants parents to sign that they accept the child to try to stop them” to “it’s a Hague thing”.
I believe that everyone from the late November / early December referral batch has now received their TA. If I’m wrong about that please let me know. (UPDATE: At least two agencies are still waiting.)
I know that the February families are pretty upset about the review room info not changing on the CCAA site. It has been 70 days since the review room information was updated. The record (since the box came into existence) is November at 71 days. November is huge, February is presumably not huge. I wish I had some kind of answer for the February and March people. I know that some agencies are sure that their March people are currently being reviewed. But it hasn’t been so long ago that I heard of a February person getting asked a question. Since the box was updated last week for referrals, and since the box is still there, I have to assume that if they were done with February they would have updated it. Of course, assuming anything when dealing with the CCAA is dangerous business, so perhaps I shouldn’t be doing so. However, the simplest explanation may just be that one reviewer was loaded up a lot heavier in February than the other reviewers and when that reviewer finally makes it through the month the site will change.

One would think that we are used to the delays and the frustations of this process. I am a Feb. LIDer and as small a step as it may seem, I can’t wait to see the box updated. Somehow, just seeing your LID is an achievement, another hurdle cleared.

I have no information on the new SN acceptance form, but if this form is needed from this point on, couldn’t the agencies give the form to their families prior to referral? The families could then sign the form in advance and the agency could keep it on file for immediate mailing once a referral is accepted.
Of course, this won’t work if the child’s name appears on the form. I’m just hoping there is some way to expedite it so the form does not delay travel any longer than it already is.
Regarding CNN? I’m done with them and refuse to watch anything else related to China adoption they produce.

I called my agency earlier this week. I was told the review room was reviewing late March LIDs for this particular agency.
This was surprising they shared this information since they are so conservative when it comes to any information.

luckymama, that was my original thought too, but then I realized that the acceptance form is issued by the CCAA for each individual child and it’s family. It is identical to the nsn acceptance form, and both the child’s name and the family name is printed on it.
I know that my agency just received the form for an early Nov LOI family, but for their families that were waiting over 120 days, they received the TA instead! So I’m wondering if the CCAA is issuing the new form for families that had their DTC or their LOI (whichever came later) after a certain date?

RQ, I don’t understand what you mean by receiving a TA for late November or early Dec. Our LID is Nov 29, 05 we have’nt received anything. Could you explain?

I haven’t been following the review room updates as long as some of you and so have a question. During the time when referrals were coming in 6-7 months and included a month of LIDs at a time, were the reveiw room updates also showing up monthly? It seems the review room would have had to keep up with the pace at that time. If they don’t pick up the pace soon, referrals will be right on the heels of review. A possible new type of slowdown??? I hope not.

With a March LID, I’ve been waiting almost 10 months now with another years wait. I am looking forward to the move from review to matching room, needing ’something’ to celebrate! Have a bottle of champagne waiting… and waiting..

We could only hope that would happen. The Review Room is so far ahead of referrals at this point – they could actually stop for a while. Which wouldn’t be a bad idea – stop for a while and help out in the matching room. However, one of the reasons for the slow down is not enough paper-ready babies. So the additional workforce wouldn’t help speed things up. Approving more orphanges for the IA program would be a good way to allow more children to be adopted but this doesn’t seem to be happening either.

One of my May boards has posted one May family being asked some questions about dates on their dossier and another family reported their agency told them they are in the review room. I realize different agencies are at different stages, but at least some of May is being reviewed now.

I wonder if they slowed down the review room because they have such a backlog in matching. I’ve been trying not to pay attention to it lately and hoping that I will one day be surprised. (Btw, it’s not working; I still wonder about it everyday.)

With a February 9, 06 LID I’ve been watching that “box” on the CCAA site like a hawk since December 1st when I thought we’d clear the matching room. Here we are…Jan. 10th..still nothing. I cannot even begin to describe the level of frustration I have focused on that little box on the CCAA site!!! LOL!!!

I was told a month ago from my Large China Only Agency that March was almost completed. With an early March LID, I’m hoping that means my file has already been reviewed. I would just like to see it in print!

The box was not around when the wait was 6 months. However, families went from review straight to matching back then, you could be asked questions one month and get your referral one to two months later.
The CCAA said that they hoped to keep the review room as quick as possible, as they want families to know ASAP if they are not going to be approved, so I would expect the review room to continue to go at a rapid pace no matter what the matching room is doing.

When that only reviewer who still is working on February, is finally done with it, all the rest of them have allready finished March! So that only reviewer will be constantly behind and we have to wait for that?? Give that reviewer a smaller stock to review the next couple of months. LOL!

I know this may not be anything concrete and speculation. we are LID 6/20/06 and were told in late Dec they anticipate our LID to be in review in 3-4 months (March/April 2007). I am not sure if this will help predictions or not. They did supposedly check with the In China contact.

As a Feb LID I cannot tell you how frustrating it is that it has not been updated. My count says 71 days today. My agency absolutely assures me that we are fine but still.
I have some questions about denials by CCAA:
My agency, small/medium sized (30-40 dossiers per month I think) told me that they only get a question about a dossier once or twice per YEAR and that when they do get questioned it is pretty much always a transcription error that has caused it and in the majority of those cases they clarify the info with CCAA without the family even being notified. They also said that they have NEVER had a family be denied by CCAA after submission of the dossier. Now, I do respect my agency and the dossier prep assistant we had was fairly detailed, but does that seem consistent with other agencies?
I heard on another board about a family that had been questioned about their dossier but they weren’t surprised because the medical test results for the clearance were over 2 years old when they submitted them. My agency would have never allowed this and were very, very picky about all the paperwork.
So I guess this is what I’m asking:
1. Do any of you know how often your agency is asked for additional info? Does what my agency has said jive with what you have been told?
2. Do any of you know of anyone who has been denied by CCAA in the last year not just a pre clearance as some agencies have done but denied after DTC? If so, generally, what was it for if you know?
3. For anyone who has been questioned was it just some clerical error that caused it?
The only person I know of who has been denied recently is a person who was attempting to adopt SN and was denied due to a long-standing diagnosis and treatment of bi-polar, apparantly it had been medically controlled for years. That happened just a few months ago and in light of CCAA’s new rules about meds that’s not too surprising now. I’m also aware of the wheelchair bound man who had adopted previously but was prevented from doing so a second time.
I’m really trying to understand how often this questioning/denial thing occurs and the basis if anyone is willing to share.

Wow! We are with the ONLY Agency to not have TA for our Nov 30 referral. Such a poor feeling and there is no sight of TA’s and no idea as to when per our agency. Sorry to be a downer here but having an 08-26-05 LID (just missed the previous referral batch) and now this, is really disappointing. We know it will happen someday but……..ugh!!!

Yeah, I was a little bit more pleased with the Paula Zahn special. I thought the babies were so cute! I always get emotional when I see them.
Our LID is 9/12/06 so we have a long time to wait. It is good to hear that CCAA may be reviewing through late March. It gives us some hope.

Well, my agency thought we would be able to get a CA at the beginning of February, but now they say the earliest available appointment is February 12! They could have squeezed us in at the end of January, but we just can’t leave that soon. For some reason, there are NO APPOINTMENTS available between Jan 31 and Feb 12. We are waiting for confirmation for Feb 12. Ugh – more waiting. Ahhhhh…

I know this is a bit off topic….For the people who have to renew their I171H…part of that process is a new I600A and updated homestudy….does this mean they have to go through the review room again?

This is only for the US gov’t. It has nothing at all to do with the CCAA, so nope we don’t have to go through reveiw again.. From what my agency has told me, we will hand carry our new form with us to China. I am not so sure why though, since USCIS is supposed to go ahead and send it to the US Consulate like they did the first one.

This topic has been discussed and it seems that it has been let go for the most part, but it has been on my mind all morning. I truely respect all of your opinions and I would like to add mine as well.
On the subject of trying to strong arm China when it comes to IA policy. I don’t for one second believe that China has any desire to listen seriously to anyone outside of China. They have a long harsh history of how to handle billions of people that don’t like how things operate. I don’t think they would like losing the millions of dollars that IA generates, however, they certainly have the capacity to forfeit that and once again shroud their abandoned children in secrecy. It would be a simple task for them to ban foreign programs like Half the Sky to maintain that secrecy. They would not like that merchants and hotels would stand to lose huge amounts of money, but life is full of suffering, they would get used to it. I think we all must be aware of the fact that China and suffering have gone hand in hand for a long long time. In the USA we can express/demand our desires and possibly see results, China on the other hand is quite a different ball of wax. When the Chinese people are mostly powerless, how on earth does anyone think that a bunch of priveledged, overinduldged, never known the true meaning of sacrifice, baby hungry foreigners going to exert any pressure on them to give them babies in what we think is a faster, more efficient, fair way? We are powerless, we are people that could use some humility in a lot of the worlds opinion. I for one will not be telling China anything except “Thank you very much”. I think that orphanage status quo, pre IA is not something that they want, but it is not out of the question, for several reasons.
Honestly, no disrespect intended, I think trying to push China around in this arena is magical thinking, they know the true meaning of smack-down. Sad, but true in my opinion.

We are LID Feb. 28th and in the matching room and our agency medium size phoned us on Dec. 22 to tell us we were in the matching room. Friends with same agency are LID August 31, 2005 and will travel January 25.

Off topic (I wrote this in Forum Discussion but got no answers) -
I found on these pages some time ago, the link to a small program that would automatically search for updates on the CCAA page. How can I get in touch with that person again, I have lost the link/e-mail adress?
I did install the program, and 1) it doesn’t work properly, and 2) my machine has been a mess ever since. I can’t find out how to uninstall the program (and no, it does not show up when I use the Uninstall Programs function).
So I need to find the link to that person again, to find out how to get rid of the program. Can anyone here help?

Blossombaby, In regards to the thread I started in this section, I am bouncing back to some of the Paula Zahn Again posts by Biedronka and I think one other person. It was in regards to making demands on China because of $$$. It just kept nagging at me until I posted, I didn’t post there because I suspect no one will read yesterdays news, perhaps I am wrong, sorry. Anyway, I think most of us are painfully aware or at least suspicious of how China operates and our impotency in regards to making changes through threats, no matter how much money might be involved. I just felt the need to post and hoped at the time it wouldn’t be confusing, sorry if it was.

as an april lid, i am very stressed about the whole review room thing. we are with a small multi-country agency, and even though i don’t think there’s a single thing we could be questioned about, i am freaked out that our agency didn’t check everything very well. i’m also a little disappointed – two nights ago i had a dream that i woke up, checked the ccaa site, and they had updated that MARCH was through review. sigh…no such luck!

Little Ladybug… We had f.prints redone in Oct, and our updated h.study was sent on Dec. 19. So, less than a month. Honestly, we didn’t expect to see this thing until mid to late Jan. We really thought we would see our referral first… once again, things never go the way you plan!!! But we are pleased as punch!!!
Patience, I concur with RQ… you are more likely in the “holding area”… but at least you are waiting for the matching room now! what a relief!

chinapromise…. OHHH – thank you SO much… although the days are starting to feel like 60 hour days, NOT 24! haha We sent in our $$$ and new I-600A either right before Thanksgiving or right after. I think it was the week of T-giving though… and received the 171 today. So, about 6 or so weeks of waiting. Our updated h.study was sent in on Dec. 19 though so really, once that is sent off, it’s a matter of days….. but as you know, being in N.C., that is as predictable as the CCAA is right now!! haha good luck!!!

We did get our Acceptance form today! They do exist. We were told to sign it and send it back ASAP! But the mail and our agency is both closed monday, so my wife will hand deliver it first thing tuesday morning, we only live 30 minutes from their main office. I am not sure though, how long it will take to get our TA’s after that. Because of CNY, I am thinking we won’t travel until March.

How large is your travel group? A poster in another forum stated that they just got confirmed for a 2/5 CA. I’m wondering if your group is quite large. I’ve not heard from anyone else that there are no appts. available until 2/12 so just trying to make sense of it. I’m dreading the prospect of waiting until the 12th or after CNY for our CA. We’ve been awaiting confirmation for a 1/29 CA for a few days. That date now is feeling unlikely.

I can’t believe that Charlotte turned your paperwork around that quickly. They are one of the slowest offices in the US. I am sure it won’t happen like that for us. They must have seen that your date was coming up.

chinapromise — they truly are the slowest office… they go at the rate of a snail i think… and the lady in charge isn’t so nice either so i was advised to not ask for anything unless it was imperative i needed it asap!! ugh. so glad that is over with. anyway… i heard Carter’s has some realllly cute stuff out there too… gymboree is a favorite of mine…oh my gosh… all the matching things… eeeeeek! haha

Actually we are the only ones from our agency. We were offered a 30 January CA, but there were too many complications to travel that quickly. Our Agency was surprised that there were no appointments available the week of 5 February (and that the Consulate wouldn’t explain why). Fortunately, we should be okay for the 12th, and our travel agent advises that CNY should not be an issue yet.

I just saw that dawnw was moving to Concord… Good to know there are so many adoptive parents in the neighborhood!
Also just wanted to add that the Charlotte USCIS seems to be moving at a glacial pace for the initial I-171H and then lightning speed for the renewal…
Ours was 4 months the first time and then under 4 weeks the second.
But please, please don’t wait too long just to see if you can save the extra cost! We have a family in our travel group that was denied their renewal and it looks like they won’t get to travel with us… Please refile early!!!

dear charlotte, nc friends: (there are so many i just thought i would throw that up there!!! :-) haha) we had a GREAT time at Concord today! oh my goodness!! the deals that were there to be had! and we got them!!!!
chinadreams: YES! Her name will be Jessica Faith! :-) I LOVE “Faith”…. this journey has been nothing but a road of faith for us! Jessica means “wealth” which I loved,…. also, in chinese it has 3 meanings..”Rare” “West” and “Admire”.. cool!
KM – Where did you shop today? We were at Carter’s for forever! and then on to Old Navy and Gap… our men/boys were in the themepark inside and out for about 3 hours! what a great day for that!
we definitely need to figure a way out to meet each other! our fellow RQ buddies!!! :-)

I asked my agency the same question, last week, about how many questions they get back from the CCAA. Very few, was the reply, as they scrutinize everything before it goes over. I would say my agency is mid-size, but multi-country. I also asked if they inquire about what months, of their dossiers, are out of review. They do NOT as they don’t want to take up time from the CCAA.

When we built our home, we agreed to flip a coin if we had a difference in opinions on something wanted. Thank goodness I won most of the coin tosses, but it did work. We didn’t fight once.

Question for you:
Our agency gave us TA last of Jan 25-Feb 10, they just came back and said oops, we now hope that it is Feb 1-16. Does this happen often? Will we have to wait for new TA then CA now? How long will things close down around Chinese new year? By the way there are 36 in our group. Is this why we are having so much trouble?
Frustrated…………
