Review Room Analysis
I added a few columns to the review room information this time. When they were doing whole months it was pretty easy to see what rate they were going each month, but with a partial month thrown in it becomes harder. All I’ve done is take the number of days in review and divide by the number of days reviewed. A 1.0 would mean that on average they reviewed a day every day, higher than 1.0 shows that it took more than a day to review a day of LID’s, lower numbers show that they reviewed more than a days worth every day.
As I’ve said before, it’s really impossible to view the size of a month for prediction purposes off of the review room statistics. The month does not show as complete until every reviewer has reviewed that month, and reviewers work ahead once they are through with the month.
Still, for those just reviewed or currently in review, it seems pretty important.

Now with the backlog is so great, other than to give US the relief of knowng that the ‘final’ approval has been granted, I would think that the CCAA wouldn’t feel that getting more months reviewed would be top priority.
They now have over 5 months of dossiers in their matching room and will be only processing a fraction of them at a time…
At this point you would think they would have a “Reviewed, but NOT ready for matching room” Shelf!

Oh, it’s my understanding that there is a staging area between the review room and matching room that files sit in before actually being physically placed into the matching room. I doubt they have room for 10,000 or so dossiers actually in the matching room.
As for the speed of matching, the CCAA has stated that they want to get files reviewed as quickly as possible so families know if they are approved sooner rather than later.

I just have a picture of a big shelving unit with file folders just stacked and overflowing, completely covered with DUST!!!!
We waited over 10 months from LID to Review. I think the increase in requests really shows itself here. If they truly are concerned about getting that part done, as soon as possible, nothing but time can hinder that process.

Anyone have any thoughts on why CCAA did not finish the full month of March. We are LID 3/24/06 and looking back, this is the first month that didn’t complete a full month in review. We pray this doesn’t effect our referral. We ALL have waited long enough.

I don’t know how you do it! You are still gathering stats for this site, preparing to go away for awhile and preparing for a new baby. As one of the many 9/29ers, I know that life has been very hectic on this end. You truly are a good multi-tasker!!

Are you saying by the CCAA wanting to get through as many files as they can, that we will see less days in the review room? (ie: 90 days) And will they continue to do 2 months at a time of reviews before they post, I wonder why they just don’t post each month? And Congrats. on your referral!!:)

If they take too long to review, then everyone’s fingerprints will expire before we are out of review. A worry of mine since this is a question that can get your dossier placed with a later month. I assume they want to avoid allowing 15 months or more to pass after LID and before review.

A lot of people had to renew their fingerprints and their I-171H and I am one of them. We applied for the renewal two months ahead of the expiration per our agency’s recommendation.

RQ, have you heard that they (I think a senator from New Mexico is heading this up) are introducing the bill again in the House to extend the expiration for the I171H? I think the bill is called H.R. Bill 628.
I think we all need to jump on this and write/call our representatives NOW and let them know how important this bill is for the adoption community and the children waiting. We can let them know that it will save Homeland Security (Don’t they have bigger concerns?) a lot of extra time and work and save us money and stress!!! 3/21/06

Wow! I wonder if December is a smaller month then. I know we whipped right through review. Sometimes I wonder if our paperwork was really logged in because we were reviewed so quickly.

zhaonuer~ I checked with our agency last week on this and was told to get re-fingerprinted on June 1, 07 and our I171H expires 11/18/07, so we need to have it completed by 10/1/07 along with $545.00. Also we need to pay to up-date our home study. Our LID is 7/25/06

The bill was introduced by Rep. Heather Wilson (R-NM) with 3 co-sponsors. It is worded oddly, but it would allow us to re-apply without having to re-do the homestudy and without paying the fees. It does not appear to me that it grants an automatic renewal or that it simply extends the amount of time the approval is good for.
Writing to reps and senators is a great idea.

Actually, when I read the bill again, it does say that it would extend the life of the I-171 to 2 years. Sorry. Course, it won’t help me anyway, as I send out the new/renewed I-600A tomorrow. Still, I will contact my representatives to help those who would be helped by it.

I girl can dream but I am not getting my hopes up for this one. I’ll be over the moon if we get our referral by the 9th of March. It hurts too much to be let down. If I’m wrong it’ll be a wonderful surprise.

Do you have any data or predictions based upon attrition- people switching countries, feeling lead to adopt a SN child, etc. With an LID of 7/26 I’m banking on at least some speed-up based upon this.

We looked into that several months ago and I think the general consensus was that there is a decent percentage moving to SN, but that most of those who go to another country seem to be keeping their dossier in China when they do.
The attrition to SN wasn’t a huge percentage, but it’s been a while so I don’t remember what it was.

Do you know if CCAA allows dueling since you can’t adopt from China again until you’ve been home a year? So it seems like you couldn’t get a baby from China if you were recently home from Guatemala, Russia, etc. I guess there’s really no way they would know, but it seems like they wouldn’t like it.

Just a note about moving to SN. Our small (currently) China only agency is not allowing anyone who has been logged in over 6 months to move from NSN to the the SN program. I’m not sure if other agencies are doing this or not.
So it is not even a option for some who may be interested in switching at this point.

The CCAA does not have any rules against working towards an adoption in another country at the same time. The new rule says the youngest child must be at least a year old, but before the new rules that wasn’t even there.
However, there are agencies that will not allow it, so you have to have an agency that allows you to have two adoptions in process before you can do it.

From what I understand:
It does not matter if your prints are expired at reveiw, or if your 171H expires before you refile for it. They were good at the time of your LID. On the USA side, you need to have them valid/updated for your consulate appointment in China. It makes no sense to reprint/refile when you know that these also will expire before your travel.
We were told to let them expire, and to refile/reprint when we know that our travel dates will be covered by the second one. China taking more than a year to “REVIEW” is why they are expired.
