Concurrent Adoptions and Pregnancies
First, I apologize for not being around much this weekend. TwinkleToes and I are sick, and GlitterGirl has a large project due at school Monday that is taking up a good bit of her time and my patience. I also have about 60 PM’s that I haven’t responded to yet, so if you’ve PM’d me, it’s not that I’m ignoring you, I just haven’t had a chance to respond to all of them yet.
And now, onto the subject at hand. A few agencies have been discussing the concurrent/interim adoption issue with the CCAA. It sounds like the final decision in all of this is that it’s okay to do a concurrent adoption. And the CCAA has been nice enough to put this up on their site.

The simple answer seems to be that concurrent adoptions and pregnancies are fine, but that they want a “sufficient waiting period” between the children joining the family. They do not state what this period is, so I’m guessing that they are leaving that part up to the agency and social worker’s discretion.
I am pleased that the CCAA has addressed this publicly.

I am so happy( and frankly, a little surprised) that the CCAA posted this. It finally answers the question. My agency is already reconsidering their stance on concurrent adoptions.

This is a question that has most likely been asked/answered on multiple occasions but memory fails. Is is permissible to sumbit a dossier to China and then submit dossier #2 to China one year after the first submission date? Update the second dossier as needed before the second referral of course.

Hi RQ A little puzzeled, the message on the CCAA site for 10/31 is one about the CCAA teling agencys to make sure that new families follow the criteria from the new May 1 date. No sign of this message, there is a message after that one 10 26? I think that does not translate. Coould this be th emessage or is The one you have put up from a site open to agencys only? Thanks M

Thats good to know for sure. I know several people who adopted from different countries at the same time. Their agency told them as long as there is a year between adoptions CCAA does not have a problem with this. These people used multi country agencies. Our agency is will
do concurrent adoptions and has never had any problems.
Some agencies are probably still accepting dossiers from people who do not qualify under the new guidelines. Our agency is very strict at keeping to the guidelines of what is now required. In the past they would go to bat for parents that were older, even though the cut off age was 55. They were usually successful. However, now there is no compromise, all agencies must follow the new guidelines.
Our Guide mentioned that the CCAA was often annoyed when they received dossiers in the past from agencies where they believed the applicants would not make suitable
adoptive parents even with some flexibility. She said one of the problems they had was criminal background history.
I am not sure what she considered criminal, but I believe it
differed from our way of thinking. I know now, that you cannot have any criminal background, regardless. Although
I have heard that some agencies are trying to say it is workable. Who knows? I doubt that it would affect anyone here though.

Now if CCAA would give us an idea of who in this long line can complete a concurrent adoption say in the next 6 months and still have about a year or so before their China referral comes in.

If someone files an updated homestudy with CCAA (for a concurrent adoption or changing address, etc.) do they keep the same “place in line” or do they get put with a different LID group? Thanks.

Thanks RQ! I’m with a large China-only agency that has always said it’s fine as long as there is a year between getting baby #1 home and going to China for baby #2. As someone who is days away from a referral from Vietnam with an April, 2007 China LID, I’m so grateful that the CCAA has made it clear. For those whose agencies have not previously allowed this, I hope that will change. Best wishes all around!

You cannot submit dossier #2 to China until you have been home with your child one year. As a single, with less than a year between when we got home and when the new regulations went into effect, it meant the difference between having one child from China or two.
The good news is that, it appears,the CCAA has announced its approval of concurrent adoptions from other countries.

This is good news. But the only part that seems unclear to me is the #2: Does this mean that you would have to qualify under the new rules? We were grandfathered in with a LID of Feb. 28, 2006, and are somewhat concerned that delaying this adoption would mean we would now be under the new rules (in which case we no longer qualify). Maybe that’s what happened to the person who allegedly didn’t get a referral after doing an interim adoption. It’s hard to tell. I guess I’ll be calling my agency to see what they think (not today, though, since there are referrals. YEA! And congrats to the Dec. 1-8 families.)

This is a huge relief, as we do want to grow our family during the wait but didn’t want to do anything to jeopardize this adoption. I think it also shows some sensitivity toward us waiting families by the CCAA, which I appreciate.
