And I have never heard of an agency making travel arrangements prior to referral. Nor have I ever heard of them getting a Consulate appointment prior to referral. Sounds like something is amuck. I know that the groups from other agencies who received referrals in our match group were in China meeting their children when other agencies didn't even have their TA's yet, let alone consulate appointments. We had the group appointment, too, so I get that. You still have to have an appointment, though. I just think it would be awful to think you're leaving on a particular date and then not leave for several weeks later.
