		<description>I have been around China adoption since 1996.  And I have never heard of an agency making travel arrangements prior to referral.  Nor have I ever heard of them getting a Consulate appointment prior to referral.  Sounds like something is amuck.  Though I hope not.  It just seems like more "weird" stuff is happening with China adoption everyday.  Scares me to say the least.</description>

I just think it can be disappointing to have travel dates in mind that might not pan out, so I wonder why an agency would even speculate since they can vary within several weeks.  I know that the groups from other agencies who received referrals in our match group were in China meeting their children when other agencies didn't even have their TA's yet, let alone consulate appointments.  We had the group appointment, too, so I get that.  You still have to have an appointment, though.  I just think it would be awful to think you're leaving on a particular date and then not leave for several weeks later.</description>

		<description>jejoel...contrary to your belief, I think many agencies have an idea and make travel plans ahead of referral. Of course these plans are useless if referrals do not come in at an expected time. That is why they are plans and not an itinerary.
Consular appointments have changed immensely between our first and second adoption. For our first, it was an intimate appointment lasting about an hour, for our second it was a very large group who all raised hands and we were done, negating the need to actually 'make an appointment' as if scheduling a doctor's appointment. Although I guess MD's can see a lot of people at a time also!
If we see our referral this week (LID 12/14/2005) our agency has suggested we will travel in January as opposed to February. 
Our agency does not assume and guess at things and are very quiet now. We'll get what we get when the time is right. But they do make travel plans for us, perhaps you are unfamiliar with this concept?</description>
