From my When post, the most likely days for referrals to arrive are this Friday or Monday (5 or 7 days from now).
We should have rumors.

The general consensus seems to be that if you already have an active I-171H then your adoption will be under the pre-Hague rules. But, you must not let your I-171H expire before getting a new one.

On Friday November 16, 2007 President Bush signed the final instrument of ratification for the Hague Convention. You can read a little more about this here: http://www.state.gov/r/pa/prs/ps/2007/nov/95469.htm
