December 19

010308CCAAupdate.gif
It’s official.

And we don’t just need the polls to tell us how small this batch was. We just have to look at the Babies! post to see that we don’t have as many people getting a referral.

I wish I had answers. I wish someone had answers. But all we have is theories.

As for the question of older babies this time, there are some batches that have more older babies than younger ones. I don’t know why that is, but we’ve seen it at least three times in the past three years that I can remember. We’ll see what happens next month, but at this point I’m assuming that the ages next month will be closer to normal. Whatever normal is, if there even is a “normal” anymore.

I’ll get my analysis post out later.

OK. This is pretty dismal for everyone still waiting.

But, with a 12/20/05 LID I am feeling excited.

    Woo-hoooo!!! 12/20/05 is truly NEXT!!!!!!!

Here’s hoping that the CCAA decides to pick-up the pace a little bit in the New Year.

    LID 12/20/05 NEXT!

  2. YR Says:

Normal, good word RQ. This is the “new normal” and it is quite perplexing, to say the least.

  3. dreaming of china Says:

A question for RQ or anyone else???

I was wondering when we finally do get into Feb 06 referrals don’t you think there will be a month when it covers a lot of days since there probably weren’t any LID’s processed during their 1 or 2 week closure due to the Chinese New Year??

    Anyones thoughts would be appreciated!!

    LID Aug 29/06 :(

  4. PETERK Says:

hi tammy, this gets depressing, i’m 9-16-06 and have been fingerprinted twice now and our 1600-a is in process of it’s second ok from the goverment. is 2008 the year for us?

  5. GotchaBack Says:

Oh My Goodness……… this is distressing news.

Congratulations to those that have just received their referrals, I can’t imagine your joy, and to those that are next….. that must be an incredible feeling. At least you absolutely know when… that is a luxury at this rate.

This is crazy….. how sad for those of us left waiting an endless wait.

  6. mom2LK Says:

I am pretty devastated at this cut-off. I am happy for those who are getting news about their babies at last, but for the rest of us, this gets harder and harder to stay upbeat and positive. I have started to think it will never happen for us…we are so close, yet so far with our 1/10/06 LID.

  7. wunone16 Says:

PETERK, I cannot believe how slow this is getting. We thought we had a long wait with a 12/7/05 lid (back from China with baby Jocelyn and she is the light of our lives) but we were talking with someone in our town in NJ with a LID of 9/06 whose China only agency said it could be 3 more years before they get a referral. It’s just plain maddening. By the way, Jocelyn was 16 months the week we got her.

  8. PETERK Says:

hi wunone16, i don’t want to believe it, but i’ll wait it out, we put ourselves on the waiting child program to see if that is any quicker. we noe a couple in maine who just got back with a sn little girl and you would never know it, she has a small hole in her heart which can easily be repaired, we saw her last weekend and she is such a pretty little girl full of energy.

  9. KatiesMama Says:

Congratulations to all those who received referrals - and to all those who are very close. With a LID of 9/06, we are feeling that our second DD may never become a reality.

The only ray of hope in all of this is that this is the last batch of the CCAA calendar year - ** IF ** there is in fact a quota in place, they may have simply maxed our the quota. The next batch of referrals will tell.

  11. tiredofw8ing Says:

This is very depressing. With a 2/27/06 LID I feel like we are so close but yet so far away!!! Congrats to those getting referrals!

I think the older referrals we see has to do with what age the family requested as well. Just because all we see are older referrals doesn’t mean that all the referrals in this batch were older children. (and in saying “older” we mean older than 12-14 months!?!?! that really isn’t old!!!) :)

  12. Pam Says:

tiredofw8ing- I think they are referring to the 2, 3 and 4 yrs olds referred to families requesting infants (and of the age to qualify for such a request), but I also agree that we can’t read too much into one months worth of referrals

  13. mezzok Says:

This is ridiculous. Sad and ridiculous.

  14. cm Says:

How depressing to hear we will have to wait 4-5 years for our
    referral!!! Our LID 8/06/07.

  15. luckyerin Says:

It seems that these older referrals are all from the same province, Guizhou. From what I understand, this province has a relatively low number of adoptions every year.
Here’s the interesting thing: Our dd is from another province that doesn’t do many adoptions (compared to other provinces) and she was the youngest in our travel group (13 mos at referral). I asked our agency why the children from this province were so much older than the referrals from other provinces and they said that some provinces are just slower with the paperwork. I’m not sure I buy that. The director from dd’s SWI really cares about the children and said that even the nicest orphanage is no substitute for a family. She wouldn’t hold on to the children unless she had no choice in the matter. We visited the SWI and believe me, there were many children there between 3-12 months old and I have not seen a referal from that province since we got ours 5 months ago.

  16. luckyerin Says:

It looks like the referals of these “older” babies are from the same province, Guizhou. I understand that there aren’t many referrals from this province compared to others.

Our dd came from a province that doesn’t do many referrals either and she was 13 months at referral. She was the youngest in our travel group. Most were 19 months+ on adoption day. And yes, most of the families requested infants, but everyone received a referral that within the parents’ age parameters set by the CCAA.
I asked my agency why these children were so much older than the referrals from the other provinces and was told it was because some provinces just move the paperwork along at a slower pace. That could be true, but not by the SWI’s choice. I met our dd’s SWI director and she wanted nothing more than to have the children placed with families. There were many 3-12 month old children at the SWI and I have not seen a referral from that province since we got ours 7 months ago.

  17. scdelacruz Says:

Does anyone know how a family gets matched to twins? In the latest incident, it doesn’t appear they requested them. Is it random or are there salary or educational levels that make the family a candidate?

Also, our agency completed our home study for one child. If we were offered twins, would that be a problem?

How exciting…my antispam word is mama. Congratulations to all the new parents this month!!

  18. ford Says:

Our sincere congratulations to all the new families.

The referrals are what they are. All of us who endure “The Wait” know the ups and downs of this roller coaster ride. Our time will come. It truly will. Hang in there and don’t ever forget why we started this journey. Times are tough. We’re tougher.

  19. lizyrose Says:

Congrats to all receiving referrals, and to all who are next.

I’ve said for a while we’re in this until the end (LID 4/07), and I believe it cannot go on like this for years, but it’s harder and harder to stay optimistic with such disappointing numbers each month. Thanks for the words of encouragement, Ford. I need them.

  20. scdelacruz Says:

FORD…what an uplifting message. Even though the wait is so hard for all of us, it is even harder for the children who are waiting for us to bring them home.

Everyone…hang in there and think about the first time your baby will be placed in your arms. Until then, please continue to be a gracious support for each other.

    Many prayers for increased referrals.

  21. bella's mom Says:

I have a lot of admiration for those of you who are able to keep your spirits up and know that you’re in this no matter what it takes. With an LID of 2/15/07 and hitting my 45th birthday in April, I feel like I’m playing beat the clock. If it’s taking 5 months to match December of 05, I’ve got close to 6 years left to wait. Can I really take on a new baby in my early 50’s?
If people can just keep pumping in their words of encouragement, I would really appreciate it. I’m starting to lose hope, and that is so not like me.

  22. greggw2gs Says:

Things can’t get any longer can they? Man this is tough but like many others we are in it for the long haul. Looks like 4 more years for us at this pace. 12/16/06 LID… Wow my mind can’t get around that…

  23. tlday13 Says:

So close, and yet so far, far away with a 1-12-06 LID.

I am very happy for the families receiving referrals… I just wish there were more of you listed in the “BABIES!” post so I could look at them and dream happy little daydreams.

My biggest fear is next month will only cover one LID… 12-20-05, which if the latest poll is accurate is a mega-monster day.

Now that we are finished with the (our) calander year, does anyone have estimated (or actual) numbers on how may referrals there were in 2007. I am quite interested to see how they stack up with previous years.

Safe travels to those that made it into this batch.
    LID: 2/15/2006

  26. dragthor Says:

Let me do the math… right now its take 4 months to process one month of referrals. That means 48 months to complete all of 2006 LIDs. My LID is 7/2007 so thats another 28 months. Only five more years of waiting for me and my wife.

  27. faithhope Says:

this is the first time in the year and a half that i have waited where my agency did not receive a referral. now i can not even count on that anymore.

  28. dragthor Says:

bella’s mom - I fairly certain that everything (including age) matters pretty much only at Log In. And of course, if you become a criminal in the mean time… thats another story.

5 more years waiting for you? That’s nothing. I just did the math… 6.75 years for me! LOL….

    scdelacruz,

Our agency told us that we would have to have a net worth of $150,000 and have no previous children to have twins referred to you. When our homestudy was first completed 2 years ago, our SW put us down for twins. When the homestudy was updated this past year, we were told we no longer qualified since we have a biological child.

Congratulations to all who got referrals, your babies are precious and beautiful and seeing there pictures makes this seem so real to me. Thank you for sharing your stories.

  30. QueCT Says:

We did request twins in our original letter and were approved for two children in our homestudy and CIS application. Just didn’t expect it in the referral since the odds are so low. I’ve heard something like 1% of referrals are twins but don’t know if that’s accurate or not.

  31. WelcomehomeKelly Says:

    scdelacruz,

Let me try this again (my reply doesn’t seem to post the 1st time anymore). In response to your question regarding twins: Your family needs to have no other children and have a net worth of $150,000.

We were approved for twins in our first homestudy 2 years ago. When the SW came out this past year she said she would leave it but it wouldn’t happen since we already have a biological child.

Congratulations to everyone who got referrals. Your babies are beautiful and precious and seeing their pictures makes this all very real to me. Thank you for sharing.

God Bless everyone who is traveling, receiving referrals, waiting, or just feeling discouraged.

  33. logansaiya Says:

    Ford -

Thank you for your message of hope and strength! Relative to many, I am early in the process (LID 4/10/07). The first information regarding the new rules came out days after my agency application was approved and I was waiting to find out the results of my large, all-China agency’s “lottery” for their quota of single women. I spent that weekend in December by myself, thinking very hard about whether I should proceed with China - I had only invested my application fee at that point. It would have been easy to walk away, choose another country… but my Chinese daughter-to-be (Lucy) was already in my heart. I decided that if my agency had a slot for me, I would proceed, new rules or no, and never look back.

And on the Monday after that very tough weekend, I got the news that my agency had a spot for me. I scrambled, I got my dossier to China before the (for me as a single) absolute deadline, and I have never looked back. I’ve been able to stay sane and relatively peaceful because I did all I could do- it’s out of my hands! I will keep waiting for my daughter, no matter how long it takes, until I have her in my arms. I’ve known all along that the rules can always change, China can even shut down the program- I don’t let it get to me much, because those are not things I can do anything about.

My belief is that adopting my daughter from China is not my right, it is my privilege, and I had to accept going into this that like all privileges, it can be taken away. As long as I have done all I can do to adopt my Lucy, whatever may come I will know I followed my heart and did my best for her. Each of our hearts have been called to adopt from China. We can’t know the future of China adoption. What we can and do know is that each of us has truly done all WE can to follow our hearts to our Chinese children- surrendering to that knowledge offers peace during the waiting.

My wish to all of you who are waiting is a peaceful heart. You have done all you can. Remember the love and the joy you felt when you made your decision to adopt from China. Let us not lose those feelings, because the love and the joy are our purpose and our strength.

  35. kms Says:

Congrats to all who got referrals. We are all thrilled for you.

Each month I see a little more discouragement. And I was struck by the anger my family, and others around me felt because we had to wait so long. I did my best to stay positive.

We waited shy of 2 years to get a our referral and the homestudy/dossier took 7 months, more waiting. We had hoped to be able to adopt 4 children eventually, being in our 30’s at the start of this process.

We just became parents by adopting a wonderful baby boy from China this summer. We were NSN and we asked for a boy or a girl. (for those curious) We are now thinking about going through another adoption. We are about to talk with the social worker about it in the next few months. We wanted to wait some months until we felt we have settled in with our first child to approach a second adoption, even with the long referral times.

If we are still eligible, and I think we still are, we will probably do China again. Life isn’t fair that we have to wait. But if it takes 5 or 6 years to get a referral I will consider myself lucky that China has given me two wonderful children. (if all things work out) I doubt we’d be able to adopt the 4 children we’d first hoped. At this rate we are bound to age out.

Why do I feel lucky? If I lived in China, I wouldn’t be able to even consider a second child. I also think about my son’s original family, and how they couldn’t keep him. (for reasons we can only guess at and never really know) This is what I thought about during the wait to stay positive.

    logansaiya-

We are with the same agency and I was in the exact same situation Dec 04. As a single, I was just grateful to be allowed to adopt. (Many agencies, at the time, had a wait list for singles that was often years long.) 26 months later I brought home my daughter.

Unfortunately, the week after my referral in Dec 06, CCAA announced their new regulations. My plans had always been to start the paperwork immediately after returning for number 2. (And believe me, I could have completed it easily within the three months before the May 07 deadline!)

However, the (now clearly antiquated) rule of having to wait one year before submission of the next dossier is still in effect. And so it is with joy in my heart for my daughter but also sadness that she will never have a little Chinese sister, that I wanted to write and let you know your post rang true to me. Your day WILL come, as will everyone one else who endures.

Avail yourself of online communities. The support and encouragement you will receive there will help you keep your sanity and sense of humor. I wish you well!

China first allowed adoptions to the United States in 1991, when 61 children were issued immigrant visas.[37] Between 1991 and 2005, the number of American adoptions of Chinese children had increased tremendously, with a total of 62,906 children have been adopted by U.S. residents during that time. However in recent years, in light of China’s tightening regulations of international adoption, the number of American of adoptions of Chinese children has begun to plummet from a high of 7,906, in 2005, to 5,453, in 2007, in the span of only two years. According to U.S. State Department statistics,[38] the number of immigrant visas issued to Chinese orphans per year is as follows:

    FY 2007: 5,453 [39]

    scdelacruz and others,

We are one of the incredibly lucky ones to get twins this batch! 6 months old, in the city of Poyang in Jiangxi. Our LID was 12/19.

We also are a bit of an anomoly in that the rest of our travel group is going to Guizhou and we are going to Jiangxi.

We had not heard of the requirements, as WelcomeHomeKelly described them, but we do match them, so there may be something to it.

In answer to your question about being offered twins you did not request… First… Did that really happen? I highly doubt that would happen because they reportedly have many more requests for twins than they could possibly fill, even with the requirements stated. A bigger issue may be the US DHS immigration paperwork, you would have had to say you are bringing two babies into the country.

Putting the pieces together… this batch came in very early this month, was a small batch, and almost uniformly came from Guizhou. Is it possible that they got in a batch of baby paperwork from Guizou and decided to process it as a seperate batch, and the referrals from the rest of the country are coming out in a week or two? Probably just wishful thinking, but not entirely impossible. Is there any precedent for something like this?

    FYI-

I received this information from my agency today, the first update that I’ve had from them since this summer:

A couple of weeks ago, JCICS (Joint Council on International Children’s Services) held a conference call for agencies working in China to discuss several things, among them was the increasing wait time. About 80 or so agencies participated in the call, the lengthening wait time along with the policy of CCAA not to discuss this or make any projections about it were common sources of frustration for all of the participants. JCICS is preparing a joint letter of concern and questions to present to CCAA, most likely in person with a trip in the coming months. How they (CCAA) will respond or answer is anyone’s guess but it is felt that perhaps a joint inquiry will get a better response then the many individual requests from agencies that CCAA will not respond to.

Is that true about the immigration paperwork for twins? I assumed that you could make that update after referral.

Maisy13…re: adoption of children in China before 1991…you are right it happenned (I know someone who adopted their son in the late 80s from China). However, it is my understanding that the majority of adoptions before 1991 were children of distant relatives of the adopting family…maybe the children in these cases are reported elsewhere in some stats…

    NiHao Everyone!
First and foremost, CONGRATS to all of the parents who just received their childrens photo, etc. What a great way to start the New Year!
For the rest of us, waiting…did anyone notice that they have approved through October of 2006? WHY would they do that if things were going to slow down? I still think a HUGE batch of referrals IS coming!!!
China will not allow their country to be viewed like this for much longer-I think after the Chinese New Year-eb. we are going to see many of those babies matched….to us!
Keep the Faith, it is all we have right now! CaCD

If we have to repeat our I-171 again, I think I will just scream

    LID 2/24/06

    Expiration of current I-171 - 9/15/08

We have a LID of 4/20/07. When we began paperchasing in April of 2006, the wait was 10-12 months. If that were still true, we would have our baby in just a few short months. My agency told me anyone logged in 2007 is looking at a 3+ year wait. It is the + that really scares me because I feel like the 3 in front of it is just a guess anyway. I am 38 and my husband is 43 at the end of the month. We are really thinking about looking into other countries although that is just about as nervewracking as the wait. I have tried really hard to be optimistic and I always hope next month will be the big one to end all of this but it never is.

We are just waiting and waiting so I have been doing some exploring on line to see what I can find out. Our LID is 4/21/06. Where do you get your info about the age of children that are placed in a group? Seems like there is a lot of info available out there but I just don’t know where to look. My baby girls room is just sitting there empty waiting for her to get home and fill it with giggles and fun. I want to be in the know (as much as possible) it gives me something to keep my mind off the wait.
