In reality, it was a complete breakdown in communication when one person in our agency went from overseeing the China program to overseeing the entire adoption program. The ball got dropped by the person who took over. The responsible person apologized profusely and took full blame for the error - none of that makes me feel any better about it. I am so sorry that happened to you. We felt bad enough as it was, and for you it must be ten times worse! But hang in there because your referral WILL come.
