Referrals Arriving in Europe
I have a report of referrals arriving in Europe.
From early reports it would appear the 17th is in and the 20th is not. I’m told the CCAA box has not yet changed.
UPDATE: Now there are reports that the 20th is in. Hopefully we’ll have a better idea of what is happening soon.
If you are expecting a referral in this batch and would like your blog included in the Babies! post, please give the name and URL of blog in the comments to this post.

I see all of these rumors of referrals – has anyone heard of receiving any LOA’s recently? We are awaiting ours on our little 19 month old boy and are so anxious to hear something!
November 5th, 2008 at 11:50 am
Sorry to bring the bad news, but the info from the Netherlands is NOT CORRECT. That agency is stating that the referrals are in for people who send their paperwork on JANUARI 20th (they are LID februari 16th…..) The person who placed the info in the forum did not read the info correct. I am sooo sorry… Wish I had better news….

We have received a referral from Taiwan, and would like to post it if you do the extra section this month.

My heart sank when I saw the first rumor. But I felt a big relief when I read the up-date. The 20th! We’ll take it!
CONGRATULATIONS to all who are in this batch. Enjoy every minute of this part of your journey. The count down is on for when you will finally see your little ones face.

the quick and dirty business of a rough look:
looks now something like… feb06 finished by jan 2009,
march06LIDs will start feb 09 (at best), with some of april in 2009,
then rest of april and some of may in 2010.
(Looking more and more like best case for those LID end of May 06
is a referral very late 2010)
But that marker tends to get pushed back the closer you get to it; if that longstanding trend continues, an early 2011 referral is probably more accurate for those with late may06 LIDs.
Tough tough stuff.

My US agency received matches for the their Feb 17th families only. Their next LID is Feb 28th. Congrats to all those families receiving pictures of their little ones. Two more LID’s down :)

I don’t know how you get to 2011 for May LIDs. Using 5 day batches May 2006 is done in summer 2010. June and July LIDs spill into 2011 with 5 day batches.
November 5th, 2008 at 2:53 pm
Click, click, click, click….
;)
November 5th, 2008 at 3:24 pm
Well it seems that using 5 day averages is WAY to optimistic!
Sorry I have a May 2006 LID, so I am a liitle tweaked today. 2/3/4 day batches seen to be the norm these days. They only avearged 6 days though the time of Chinese New Year, when hardly anyone was logged in. Sigh…I know the writing is all over the wall, I just wish they would come out with it in black and white.
I am happy for those who are in. Atleast someone made it through. I suppose there is always next month….

IMO, I don’t think projections into 2010 and 2011 can be very accurate…..Unless you have a working crystal ball that is. =)

Is this your own prediction based on what happened this year, or something you’ve heard from a reliable source?
Last November, CCAA had told an agency that January and February 06 would be all that would happen this year.
But I have not heard anything other than a possible speedup CCAA advised to a European agency, which RQ posted a few posts back.
If it is just your own preclusions, then anything is possible.

Stephe88, You crack me up. Congrats! (Love the dog. I have two like that, second set)…Anyway, you are so funny, you can’t take the call because you are driving… so are you texting us from your blackberry!? HA!
Can’t wait to hear more! It is your turn!!!

I love this day!! I’m doubly excited because someone we met in our domestic adoption program got picked today after years of waiting and are visiting their newborn baby girl in the hospital as I write this. Joy, joy, joy, happy, happy, happy!!! It makes my heart so happy when people get to become first time parents (and second and third time!) parents after waiting and wishing for so long…

Our agency reports a cut off of the 28th.
November 5th, 2008 at 5:05 pm
Congrats to all who are seeing your little one for the first time!
We just received an update on our agency’s yahoo board stating they just found out the cutoff is Feb. 28th!!!! They usually don’t say anything they heard it from China! Just wondering if there are others who have heard the same thing. OH, and our agency’s next LID is 3/2/06.

imdmom, your agency said the cutoff is Feb 28th? I think they might be mistaken. That would mean CCAA did 12 days of referrals and I’m not saying it can’t happen, I just think it didn’t happen. My agency, even though they have late Feb LIDs, has said they’ve only received referrals for the group on the 17th.
November 5th, 2008 at 5:14 pm
imdmom, did you type Feb. 28th? OMG, I can hang in there for a few months if this is true!!!!

imdmom, Can you give your agency a courtesy call and get them to clarify? This may be a typo? If it’s true for your agency, then they just maybe the golden one!!!!!, as there is not much other news around this date.
November 5th, 2008 at 5:19 pm
My agency has LIDs of Feb 17 and Feb 28…..They only received referrals for their Feb 17th families.
November 5th, 2008 at 5:23 pm
My agency just sent out an email that they received referrals for the 17th only. Just an FYI!
I can’t wait to see all of these babies! Yeah!

I just checked with my agency’s other yahoo groups and it does state that they were told the cutoff date is Feb. 28th. I was confused, also. I wonder if agencies are starting to get different info based on their LID’s…. As I said before, our next LID is 3/2/06 so, no…we are NOT the “golden” agency. Our referrals were only for the 2/17/06 LID group. Now, it would have been absolutely wonderful if we WERE the golden agency and the referrals were all the way through 2/28/07!!! ***That would mean we would have received our referral w/ a 1/30/07 LID!!!***
Nope, not true, don’t even think it!!!!
Congrats to those receiving referrals today!!!! I am so excited for you all!!!!

OK…so I triple-checked (probably more than that!) one of our yahoo boards and the question about the cutoff was asked. They made a mistake and looked at the wrong date. You guys, I feel horrible for even posting the original message. Please accept my apology. I know this has been disheartening for those so close. I would never want to cause any trouble, I was just reporting what we received.
I’m so sorry! (((Hugs all around!)))

Hi Kimmieelven,
we are lid of 3/6/06, what is your thoughts on referral?
I am hopeful for a January 09. I am not sure I could wait much longer. My husband had been questioning if it ever would really happen and still anything could happen. I really feel for all those late 06 and beyond, it may be a long haul. I don’t think I could do this again, I need to move on with my life, I feel like I have been in limbo for 3.5 years. I see Tawain is doing referrals in 16 months, does anyone know anything about that?
November 6th, 2008 at 12:59 am
seemslikeforever,
We are LID 3/1/06, and I’m hoping for January 09, too. I know we are sooooo close, but it’s hard to get excited because it has been so long, and it still doesn’t seem like we’ll ever get there. I know a miracle could happen and they’ll actually get to us in December, but I really doubt it.
That said, I don’t know how far they’ll get in January. I keep telling myself, we are close, hang in there. I’ll say the same to you — hang in there! I believe you are, at most, 3-4 months (Feb or Mar 09) away, and could be as soon as 2 months away (Jan 09). You’ll get there! Don’t give up when you’re so close!
I love looking at the pictures on the Babies! post. Keep them coming! Can’t wait to send out my own pictures hopefully SOON!
November 6th, 2008 at 11:41 am
If we can have a cutoff of the 20th, that is a 5 day batch which is in keeping with the average — that’s movement. It really doesn’t matter if it includes a weekend — 5 days means we’re all steadily moving forward. That’s good news.
November 6th, 2008 at 12:20 pm
I’m thinking that this month’s cutoff will be the 17th, that they will get through the 23rd in December, the 27th in January and through March 2nd in February ’09. But even with that, my predictions aren’t (long-term) as dire as threebluesteps’:
I see us as having a slow go of it (i.e. averaging [gasp!] three, maybe four, days per month) until the March ’06 LIDs are done (in October ’09).
Then we will go through a period where we average eight days per month, and that will go on for six – seven months until we get through May ’06 LIDs (in May 2010).
Then FINALLY, we will hit a “speed-up” period where we average thirteen days per month. This will go on for (at least) a year or so, until we get through the November ’06 LIDs. That’s as far as I’ve taken it out, because MY LID is Nov. ’06.
All based on the latest RQ poll data.

the above requires number of Chinese children adopted internationally to be constant (speeding up and slowing down based on our LID numbers) — when in fact the trend is fewer and fewer children referred.
So many variables are at play that it can help to see the excellent visual graphs drawn up by RQ and others. Looks a lot like the stock market graphs.
November 6th, 2008 at 1:02 pm
For what it’s worth, our agency continues to hold out hope that the 20th is included in this batch, although they haven’t received anything yet.
November 6th, 2008 at 2:29 pm
“the above requires number of Chinese children adopted internationally to be constant (speeding up and slowing down based on our LID numbers) — when in fact the trend is fewer and fewer children referred”.
I totally agree – but my analysis assumes that there is a floor in terms of how low the referrals per month can go on an ongoing basis. I don’t think we are necessarily at the floor, but we are not far from it. If they keep going still lower each month (at the same rate they have been going lower for the past couple of years), referrals will be down to zero before long, meaning the program has effectively shut down, even if it hasn’t explicitly shut down. My analysis assumes no shut-down.
November 7th, 2008 at 9:05 am
My Spanish agency has officially communicate us that the cut off date is the 19th of February 2006. They have also said that next batch may probably include the 24th of February. Congratulations to the new parents!!
November 7th, 2008 at 11:16 am
oh, that’s a good point; the idea that there may be a floor vs. zero. Yes. Though I do wonder if the slow creeping downward slide (fewer NSN IA children referred) will continue to drop until post-new-rules-LIDs kick in, and start to rise or become constant only at that point. I agree all signs point to no-shutdown.
As for my “dire” predictions: the actual referral pace has for two years turned out to be *even slower* than my most dire predictions. That’s why I suggested early 2011 for late May06 LIDs (rather than a more reasonable fall 2010).
Have for years seen so much agency b. s. about speedups and post-Olympic fantasies dropped in the ears of clients desperate for good news, some agencies often (one case went as far as the US State Dept) preying on the hope of vulnerable people, and that prompts my blunt talk about the wait. People need information to make decisions about their lives, but our brains have built-in mechanisms that are good at filtering out what we don’t want to hear, and some private agencies prey on that to their own $$ advantage.
Most of all thrilled with your APOSTROPHE after “threebluesteps’ ” a few posts ago, which followed the plural possessive rule: no “s” after the apostrophe — hurrah! — except in this case ‘steps’ serves as the name of a single person (i.e. Britney Spears’s breakdown) , so maybe should be treated as a singular possessive (“threebluesteps’s”). ?????? Someone call the American Apostrophe Association.
November 7th, 2008 at 3:42 pm
threebluesteps,
You are a person after my own heart! I get irked by all the grammar mistakes I see, too, and am thrilled when I see the rules followed. LOL (I’m paranoid that I’m breaking some of them in this response now!)
By the way, does anyone have a clue when that box is going to change?!?!?!? We are LID 3/1/06 and would just like to see a definite date. So close and yet so far away!
November 8th, 2008 at 10:59 am
you both crack me up with your apostrophe analysis!! I do try to be careful with them – I never thought of the possible different treatment for plural possessive v. singular but ending with an “s” – would it not be “Britney Spears’ breakdown”?
