Repeat Rumors

At least twice over the past couple of years we’ve seen rumors of “the CCAA going out to the orphanages”, with the intent of increasing paperwork that is coming in to them.

Once, we were told that the SWI Directors were cautious about sending paperwork in after the Hunan scandal, that the directors didn’t like the idea that they could see jail time if a child’s history turned out to be questionable. So, the CCAA went out to assure directors that as long as the correct steps were followed that they would not be personally prosecuted even if questions arose, that as long as they followed all of the steps correctly they were in the clear. We also had word that they informed the directors that if they didn’t begin sending paperwork again that a new director who would prepare paperwork for the babies would be assigned. Many of us hoped that in six or eight months we’d see an increase in referrals, but it never panned out.

And then when there were rumors that the new Hague paperwork was keeping directors from making babies paper ready, and there were reports that the CCAA sent people out to train directors and staff so they could manage the new paperwork in a cost effective manner. Again, we hoped for some sort of increase in numbers based on that, but again it never panned out.

Why am I going over the history here?

Because I have it from four completely separate sources that once again the CCAA is sending people out to the orphanages in an attempt to get them to prepare more babies for IA.

Will it pan out this time? I really hope so, but I also don’t want to get anyone’s hopes up. That being said, if they are there now then we might expect to see the referral batch numbers increase somewhere between May and July.

I’m not saying they will increase, I’m just saying that if these trips combined with the orphanage fee increase are to have an effect, that I would expect to see the effect in the spring or summer. A great big IF in my opinion.

    Here is a report on CCAA’s most recent meeting – It seems there was an emphasis on more orphan placements – but it didn’t distinguish the placements as international.

First, we should stick to the scientific development outlook and establish a working concept that focuses on orphaned and disabled children. He pointed that some welfare institutions hold the traditional view that emphasizes on caring and makes light of placement. Through detailed analysis, reasons behind the difficulty in finding families for the adult orphans and disabled children and social problems brought by this were explored. The orientation of the institutions’ development, the basic goal of child caring and the working pattern of placement first, caring second were clearly defined.”

    Wish this had never happened before, you know? If this was a first occurence it would really give us hope. However, since it has happened twice prior & nothing changed as a result of it, I have a hard time believing that something might change as a result of it this time~but, have a little faith-right? It is hard, but especially at this time of year. Maybe with the increase orphanage “donation” & the encouragement from the CCAA & their clarification…maybe, just maybe. Holding our breath…

    I don’t blame them for being nervous getting kids paper ready for either process DA or IA. I think the CCAA should encourage the SWI to get more kids paper ready and give them reassurances as to prosecution. Home is better.

    Hopefully optimisitc that the rate increase coupled with the placement 1st care 2nd training will help get these babies in homes. Also battle weary like the rest of you. :o)

    I’m new to this forum and new to adoption from China. We are currently in the paperchase stage. Do you have any posts on how many dossiers are currently waiting, what the trend is for how many are received in China per month or year? Also, I saw a post where the numbers of referrals per year dropped from approx. 7000 (4-5 years ago?) to 3200 (or so) in 2008. Do you have a post that addresses that? Are there just less babies to adopt? Are the babies going to another country? I guess I could ask my agency these questions and I will, but I was looking for an unbiased answer. Sorry for all the questions!
