CCAA Notice
The CCAA has posted a notice on their site. It can be found here.
As usual, it’s a contradiction.
In one place it says, “Adoption agencies are required to counsel the adoptive parents who have received Notice of Coming to China for Adoption to postpone their trip to China for the registration procedure. “.
But then later it says that when you come you should follow “the arrangement of local registration authorities and cooperate during the entrustment of child for the harmony period and the adoption registration process“.
And then it says, “If adoptive parents feel unwell during their stay in China for the registration procedure, they shall go to the hospital for medical checkup in time and report to CCAA about relevant situation“.
So, I think they are saying, “We’d rather you didn’t come, and if you want to wait that’s fine, we’re extending the TA’s expiration by two months so feel free to wait. But, if you do decide to come anyway, follow safety instructions and by all means get to a doctor if you feel sick.”
I’ve got more rumors to get through, but I figured I’d post this first before I started looking through the rest of what is out there.

Good Morning RQ!
I have a question about the statement from CCAA. What does it mean when it says “is prolonged for 3 to 5 months”?
That to me seems like an incredibly long time. I know the swine flue hit the rating of panademic 5. I guess I am just not understanding that piece.

The annoucement may as well be written in wingdings for none of it makes complete sense. Very contradictory and confusing all rolled into one. “Clarity” is what we would really like, but I guess it wouldn’t be adoption if it was completely black and white with no grey.

Hello,
I just read the CCAA notice. I take it as everyone who received TA in the last month or so now will not be able to travel. They started another paragraph about cooperation about civil authorities. Those that are in China or on their way, will need to cooperate with the civil authorities during their stay. This could mean swab cultures, other medical testing, etc. Since they put this in another paragraph, I think the first one about delaying travel stands as is, and cooperation is for those on their way (like already on a plane) and those that are in China now. I hope I am wrong about my interpretation.
I really pray that those of you with booked trips and TA’s get to continue on your trip. Those of us still waiting on TA’s, well, we are in a holding pattern. I guess I need to go sign up for more overtime in May. I didn’t think I would be here the entire month of May to work it, but now it looks like I could sign up for June too :(

I read it also as a suggestion to postpone but that our agency will help us through the process if we go. I certainly don’t think we will be allowed to visit an orphanage.

It would be nice if they left it for us to decide if we want to risk it or not. My fate has been left in the hands of everyone else, but ME since this adoption journey began. I’d like to be given my TA and be able to decide what I want to do with it.

Hmmm. Clear as mud. It doesn’t say anything about the next batch of referrals being delayed either. It’s all going to work out in the end. It’s just not any fun in the meantime. I’m off to replenish the chocolate supply…

I think their statement is also confusing as it doesn’t clearly state if you can or cannot travel and also does not tell us if they are withholding future TA’s for a certain period of time. Some clarification on the part of the CCAA would be nice!

Hi! Our agency has now posted a message that confirms that the CCAA stops travels to China, and therefore prolong the TA’s. This affects TA’s from March 1st to April 30th. There seems to be no option to travel to China if you feel like it, the message here says quite clearly that travels are stopped! For how long this will last, they cannot say now. The message regarding following local medical advice etc seems to be to those parents in China now. This is not good news, but hopefully there will soon be more control and knowledge regarding the swine flu, so that this decision will be changed once again.
