Not Good News
It appears that most of the deliveries yesterday were for the people in the SN program.
I’m also getting the idea that several of the agencies waiting on packages today are expecting either NSN TA’s, or have an idea that these packages may be items for their SN families.
I guess what I’m saying is that it’s looking less and less like today’s deliveries, or Monday’s deliveries, are going to be referrals.
As I’ve said before, we won’t know anything until the packages arrive… but I guess I’m just trying to prepare people for these packages to possibly not be referrals. I tried to do that yesterday, but I’m doing it a bit more today.
I’m also hearing more rumblings that this batch may be delayed because the new director wants to look at procedures and have a lot of meetings about how things are done.
Honestly, I’m not sure what to think at this point. The European boards were so excited that March was done and had been signed, and then someone spoke up saying he’s surprised by that because he expected referrals to be delayed because a new director is in place, and then there was the rumor that matching had started, and… well, I don’t know what to think.
Again, if anyone has any information, please send it to me.

Not the post I was hoping for. But, if referrals are going to be delayed because of the new director and someone knows this with certainty, it sure would be helpful to know it. We would have 2 weeks of vacation to use up in 2009, and the sooner the better.
November 13th, 2009 at 8:49 am
Even if referrals arrived today, it is doubtful anyone would travel for more than a few days of this year. If referrals arrived today, and a travel group got a fast TA by mid December, it’s usually at least 7 to 10 days after TA before families leave, and often a little longer than that. I would think a best case scenario would be that you’d need four or maybe five days of vacation this year, not two weeks. And that is best case scenario.
Unfortunately, from what I’m hearing, I don’t think the odds are all that good that these packages are referrals. There is still a chance, I’m not completely saying there is no way, I’m just saying it’s not looking good at this point.
I would say that if you have a March 29th LID and have vacation you will lose if you don’t take this year, that you should probably begin making tentative plans to use it.
November 13th, 2009 at 8:58 am
It’s the “tentative” that’s a struggle…I know I am preaching to the choir, though :)
November 13th, 2009 at 9:03 am
I thought the new director was promoted from within. Wouldn’t he already know how the process works?
cassiesmom,
we are holding on to days also, just in case we need to use them at the very end of the year.

I guess it IS good news for some families! Congrats to the SN families who are receiving something that puts them THAT much closer to their child! N

Absolutely, it is great news for those waiting for SN paperwork.
But for those waiting in the NSN line, everything that was emailed or PM’d to me since about 6:00 yesterday is bad news, as everything I’ve seen since then points to the next batch not arriving in the very near future.
My intention was not to say that SN paperwork arriving is bad news – my intention was to say that the rumors I’m seeing that pertain to the next batch of referrals aren’t so good.
November 13th, 2009 at 10:25 am
We are waiting for our TA for a child NSN. We are part of those who have still not received it yet. I sincerely hope that we are in this package because we are not able to wait …
You never know … perhaps there will be our NSN and your references in this famous package. It is fingers crossed everyone.
November 13th, 2009 at 10:36 am
In all honesty, I wasn’t expecting our referral until next week – all the packages in the air hadn’t really impacted me, because I understood them to still be matching this week. However, this certainly puts a negative spin on that likelihood.
It’s typical. The whole process has been a joy steal – but to finally get to the end after four years and hear that they might delay them to the point of not “arriving in the near future”. Um. That sounds like not even before the end of the year. If that’s the case…I have no words.

Near Future seems to equal two or three weeks, from the language used I don’t think it means months.
November 13th, 2009 at 11:16 am
Wasn’t there a rumor long ago that it would take all of 2009 to get through March 2006? A timely delay now would fit that perfectly, assuming the next batch is through March 31.
November 13th, 2009 at 11:52 am
I agree with Natalie. Anything from China is GOOD NEWS. I am very sorry for those NSN families waiting, but I don’t think the title of the post was considerate of SN families.
You know those packets–if they contain LOAs–ARE Waiting Child REFERRALS.

There’s never any good news … When it’s not one thing, it’s another …
I’m just SO frustrated by the whole process !

That has ALWAYS been my gut feeling. The size of some of the days and the increased slowdown seemd to point to it for quite a while. It’s what I put in my head to epect and, anything faster would be a (relatively speaking) “speed up”.
Congrats to our SN families as they take one step closer to the finish line.

My heart aches for the 3/29 families. From last month to the strongish rumors they would be included, to this….Well, it just seems especially unfair for them. And yes, there is nothing fair about the process, but it still hurts.
I’m so sorry ):

Make that “seemed” and “expect” in the above post.

Quite the Cluster *$#@ we have here, isn’t it?
New director = slowdown
Swines and their flus = slowdown
Wonder what new little piss off could be lurking around the corner…..
Chinese New Year is coming up soon, so that will be good for a delay.
Sorry- pissy pants are hiked up good and high today!!!! :)
Aside from that….So very happy to hear that SN families are that much closer to being forever. Congratulations to all of you! You and your children deserve this bit of happiness!

Oh, this is rough. I have prepared my own forecasts based on teensy batches each month similar to what we have seen recently. I was sure using my abysmal forecast that I would get a referral by late summer 2010. I was on track pretty much until the unthinkable happened–skipping months. Wow. I sure hope the new normal is not one batch every 2 months.
Thank you RQ for keeping us informed.
November 13th, 2009 at 2:38 pm
Yes, definitely congratulations to ALL of the SN families for being right there now to see your forever children. I am very excited for you and your children. I am going to keep listening to “The Climb” by Miley Cyrus to keep me going and to never give up hope. Hang in there “Marching Pandas”. We have waited this long, we can wait just a little bit longer but not too much longer.
RQ, Thank you so much for everything you do!! You have helped us make it through all of these months/years and that has really kept me sane. Bless you and your whole family!

I’m here at work feeling sorry for myself and getting thoroughly disgusted about the whole process. Then I read your post and laughed out loud!!! My co-workers think I have been drinking.
Thanks for the chuckle…keep those pants hiked up good and high. I’ll be right there with you!

We were LID 7-28-06 in the NSN program and decided to switch to SN this past summer. Our agency matched us with a precious little 3-year-old girl mid-July this year and we are waiting on TA. Oh how I hope ours is in one of these packages! The whole process will have taken 3 1/2 years by the time we’re finished, but it will all be worth it when we see her face in China. Please, please, please be our TA!!!

SCDELACRUZ-
It appears that we are pretty close as far as LIDS go.
Who knows, we just may meet half way around the world, in, oh ONLY another 24 months or so…
Yeah, those pissy pants are still hiked up!
And as much as I do think that a glass (or bottle) of wine is medicinal, employers really frown on it at work….how crazy is that????
The real irony here is that I work in a winery, and we still aren’t allowed to sample the finished goods during work hours….bummer.
Good damn thing it is Friday afternoon!
I think we should all have a virtual toast at a designated hour.
“To us, and our resiliance”
Then bottoms up!

This is my first time on here and I can honestly say – after spending so many years cheering everyone on, telling them to hang on, that things will happen when it is ready to happen… I can say that for the first time I am ticked with the rumours right now… I am one for not being pushy cause I appreciate the chance of getting a baby and know things will happen when they happen but this… this is getting very ridiculous. I know they have to be ’safe’ for the sake of the babies but at the same time, there are families who are willing to love these babies and I just don’t get what they are actually waiting for…

I am a french future momy. My english is not perfect. Sorry.
My LiD is 29/3/06 I’m pretty new here. Rumors are very exciting but could be very difficult to support.
Today, I’m so disapointed…. All day long I had some difficulties to work, because my mine was turned around THE PHONE CALL (we’ve been waiting for 4 years) could be tonight..
I know that I’m next and I should be excited.. but reading that we could wait more longer because of a new director… All reasons are good to stretch out refferals…
I have one question : Why the CCAA cannot be clear for the ”WHEN” next refferals could be sent?
Tonight, I’m gone try to get my smile back….Congratulate to those who are calm and not stressed with that…
November 13th, 2009 at 10:15 pm
HAHAHAHAHAHAHAHAHAHAHAHAHA I KNEW this would happen. Every time rumors start flying and people get all excited, there’s always a big let down. I’m glad I didn’t believe the rumors this time because now I am NOT disappointed…..just plugging along with work and life and not even thinking that we will get a referral until 2010.

November 14th, 2009 at 3:07 am
That’s the best attitude to have. Unless you hear it directly from the CCAA nobody really knows what is truly going on, and even then you may not know. The only thing that anyone knows is that packages are on their way, not what is in them.

Hello all, wanted to put my two cents in. My wife and I were logged in 10/13/06. After a way to long of a wait we were presented with a SN child. A little girl who turns four in January. She has a CL repaired and CP still needing surgery.
We got the
referrel picture 8/24
Pre approval 9/3
LOA 9/10
TA 9/27
waited for USCIS clearance
CA sent 11/10
What I am saying here is that we felt we waiting to long and are starting to get to the age that we were more open to an older child and right now we could not be happier.
Perhaps more of us waiting parents need to explore the SN list, even if you are LID end of April to early May there is still another year wait.
At the end of August we were not even thinking of special needs and now 3 and a half months later, just before Christmas, our little angle will be home.
Its something to think about, God bless all the new families and those still waiting.

Hello.
Have read this site forever but making my first post. We waited out the NSN process with an LID of 3/23/06. We received our referral this past August, traveling in late October, and had an incredible 2 weeks in China with our little girl. Weather was amazing, food was great, company was outstanding, the culture was a life-changing experience. We expected it to profound, but it was 10 times what we expected. Most important, out little girl, who is still months short of her first birthday, is as incredible as humanly imaginable (and quite funny to boot).
One thing that was not made clear to us during ‘The Wait’ was how common domestic adoption in China is coming. An adoption worker over there made it imminently clear to us that, in this person’s opinion, 3/4 of all NSN children in China are now adopted to Chinese couples, often very quickly. This person felt that this fact, far more so that the number of applicants and decrease in abandonment, is making the wait so long for us international waiting parents. I highly doubt domestic adoptions in China cost the $5000 orphanage fee that we paid, also.
NOTE: For those of you traveling in November: Please be aware that the Chinese take the whole quarantine of possible H1N1 patients VERY seriously. The ‘Health Declaration’ we had to fill out on the plane was extremely detailed, there was a disclaimer on it that we would be held liable for any false information, and everyone did have to walk through a temperature laser net in Beijing. You MUST be below 100.4 with no physical symptoms. It was funny watching everyone on the plane dropping ibuprofen about 3 hours before landing.
November 15th, 2009 at 3:08 pm
One of our relatives just adopted in China.
They already have a son, he is older. They were very happy to be able to adopt a baby girl. However, they traveled to a different province than where they live. Where they live there are no abandonments. It did not cost them a great amount of money to adopt at all. They said there are many families who do not have ‘old fashioned’ views about daughters being of blood, but many do about their sons. They said it is becoming more favorable to adopt among the more affluent.
Where my friends volunteer throughout China they said that the SWI’s that they work with only have SN’s babies available for IA. They either have very few NSN’s babies, and they are placed domestically.
November 15th, 2009 at 7:11 pm
I have to say that it this makes me very happy for China. I’ve always felt sad about taking a child out of its culture. We entered the China program because it was one of the few that would accept us and just kept waiting and were kept busy with a growing daughter and other life events. If I were to do it all again, I would go SN.
