Another rumor
This latest rumor comes from someone in a European country. It’s not coming from an agency, but from a person who is affiliated with… oh, it’s coming from a person who does occasionally talk to the CCAA. Or, I guess it might be more accurate to say they have in the past and I’m assuming still do on occasion. This rumor says the CCAA is not sending referrals because they did not have enough baby files to finish March, and they are going to wait until they can finish March before sending referrals again.
Is it possible the new director is going to send referrals every time they match through some date he has in his head, as opposed to sending them about once a month? Anything is possible, I suppose. But is it probable? At this point in time, I don’t think it is very probable.
I’m giving this rumor an R1 at the moment.

We leave 2 weeks from today – so much to be thankful for.

I think this is consistent with the pattern of referrals over the last several months. I have always felt that referral timing was targeted towards the end of the month but that they wanted to finish a full day of LID’s as well. With the very large days in March and the steadily decreasing number of referrals these two goals have become harder and harder to reconcile. I think this is the best explanation why we will have ended up with only 10 sets of referrals this year instead of the 12 that occurred in the couple of years preceding that. This rumour obviously supports this theory as well.

RQ:Has this rumor occurred before in the traditional program, that delays were expected because of a lack of paper-ready babies? Just wondering if I should panic anymore than I already have.

It actually makes a lot of sense.
The CCAA is responsible for both domestic and international adoption. With IA taking a back seat to DA, the new director has an opportunity / responsibility to address some of the recent bad press regarding IA -and address the mounting frustrations of the IA community who have been in line for 4 years.
We will not like the answer(s) going forward, but hopefully the process will be more transparent.
