The CCAA is responsible for both domestic and international adoption. With IA taking a back seat to DA, the new director has an opportunity / responsibility to address some of the recent bad press regarding IA -and address the mounting frustrations of the IA community who have been in line for 4 years. 

We will not like the answer(s) going forward, but hopefully the process will be more transparent.</description>

		<description>I think this is consistent with the pattern of referrals over the last several months. I have always felt that referral timing was targeted towards the end of the month but that they wanted to finish a full day of LID&#039;s as well. With the very large days in March and the steadily decreasing number of referrals these two goals have become harder and harder to reconcile. I think this is the best explanation why we will have ended up with only 10 sets of referrals this year instead of the 12 that occurred in the couple of years preceding that. This rumour obviously supports this theory as well.</description>
