A European agency has announced (publicly) that “due to changes in the management team of the Center for Chinese adoptions”, referrals are not likely to arrive in November. An agency is once again reporting that they have something on the way to them. Again, there is no way to know if this is referrals or something else.

I see where two agencies received packages in Europe and they were not referrals. I’m not sure what they were, but I’m kind of assuming they may have been NSN TA’s, since one of the countries does not have a SN program. I will be keeping an eye out for other rumors today. If anyone [...]
