Two agencies are reporting that referrals have arrived, and multiple European agencies are reporting the cut off as the 30th. An agency believes referrals have been mailed. This agency is not speculating on the cut-off date. I give it an R3 at this point. The agency is right more than they are wrong, but not enough for me to consider it a sure thing just yet.
